citing a 1996 federal law,godsein sharply raised tuition rates for undocumented immig,effective this current semester.

the law bar illegals immigrant from receiving the same college benefits as LEGAL CITY RESIDENTS.
affected students,even if they have lived in the CITY for years,must PAY THE HIGHER OUT OF STATE TUITION RATE,instead of the LOWER tuuition state residents pay.
