The Director General of Elections (DGE), Djénab Touré, praised the peaceful conduct of the constitutional referendum held on September 21, 2025, in Guinea, calling it a "first" for the country. In a statement made in the evening, Ms. Touré attributed this success to unprecedented collaboration between all social, political, and security actors, going well beyond simple security arrangements. According to the DGE, social tranquility and the absence of violent incidents marked the election.
She highlighted the active involvement of law enforcement, united under the auspices of the High Council for Defense and Security, which includes the police, gendarmerie, customs, and civil protection. But electoral security was not limited to the security forces. Civil society, political parties, and various citizen platforms were also involved in the process, fostering citizen participation and support.
This mobilization, according to Ms. Touré, allowed Guineans to "find their own way," thus strengthening the sense of legitimacy and participation in the election. She concluded that the success of the referendum demonstrates that electoral security depends as much on a comprehensive citizen and institutional mobilization as on a security system.
