Remplacement de Monsieur Mamoudou Alassane CAMARA : une décision précipitée qui interroge ? (Par D. CAMARA)
At the Council of Ministers meeting on December 11, 2025, the President of the Republic, on the proposal of Mr. Déthié Fall, replaced Mr. Mamoudou Alassane Camara ( a former student of the Thiès Polytechnic ) , who had been the Director General of Road Infrastructure and Rural Development . This decision surprised many in the sector, given Mr. Camara's solid and well-regarded professional reputation.

A seasoned engineer, Mamoudou Alassane CAMARA is one of the most respected technical executives at the strategic level among his peers in the road infrastructure sector.
His career, rich with an impeccable track record of more than a decade in companies recognized for their seriousness and professionalism such as the CSE group at SOSETER and AREZKI SA, is marked by the execution of major road and hydro-agricultural infrastructure projects in Senegal and the sub-region.
In 2011, he joined AGEROUTE Senegal as a project manager and then successively Head of the Major Road Works Division, Regional Director AGEROUTE EAST (Tambacounda – Kédougou), Director of Road Network Management and Maintenance, still at AGEROUTE.
At AGEROUTE, Mr. CAMARA demonstrated competence, rigor, and professionalism. To illustrate this:
President Macky Sall, convinced of the man's competence and seriousness, appointed him to the Directorate of Roads on January 3, 2018.
Following the reorganization of the Ministry of Infrastructure, Land Transport, and Rural Development, in which he actively participated, he was reappointed as the first Director General of Road Infrastructure and Rural Development. He revitalized the department, enhanced its image, and repositioned it within the most important strategic structures of our country.
This direction has become attractive thanks to its leadership.
His colleagues describe him as:
For many, Mr. CAMARA belongs to that rare generation of technicians whose competence transcends political regimes.
Why does his replacement raise questions?
The sudden departure of such an experienced Director General raises several questions.
To justify such a measure, three criteria should normally be met:
1. The existence of proven technical faults
No documented deficiencies, no official audit reports any shortcomings on the part of Mr. CAMARA.
2. A strategic need for reorientation
If there has been a change of direction, it has not been explained or justified publicly.
A Director of this level is not easily replaced, even if sources indicate a disagreement with the current Minister on the Method: logic would dictate that such important decisions should be accompanied by a minimum of transparency.
3. Respect for administrative prerogatives
One particularly sensitive point: the decision to dismiss an AGEROUTE Project Manager in conditions that undermine human dignity in front of the cameras , to which Mr. CAMARA vigorously expressed his disagreement, raising the question of the legal limits of the minister in the operational management of projects with regard to the exercise of oversight.
According to several sources, Mr. Camara reportedly felt that the Minister did not have the authority to dismiss a project manager assigned to a construction site for which no fault could be attributed to him, especially when this decision interferes with the procedures and contractual provisions that govern the choice of the project team.
This friction would be the final straw in an already tense climate surrounding the restructuring of the ministry.
A risk of technical destabilization
Replacing an experienced technical director in the middle of a phase:
-reorganization;
-contract review;
-restarting construction projects is not insignificant.
Field engineers, like partner companies, fear a slowdown or loss of continuity in project execution.
A change may be justified, but it is still necessary to:
-operate it methodically;
-secure the transition;
-preserve technical memory;
-to prevent administrative decisions from becoming political decisions.
A call for transparency
Beyond the controversies, this case raises a broader question:
-What objective criteria govern the replacement of a Director in this framework?
-Were the administrative rules scrupulously respected?
-Is the restructuring aimed at efficiency… or at other considerations?
-policies?
-What impact will this have on ongoing infrastructure projects?
Senegal needs a stable, professional technical apparatus, protected from political interference. Mr. Camara's departure creates a gray area that deserves clarification.
Conclusion
Far from being a simple administrative measure, the replacement of Mamoudou Alassane CAMARA raises an essential question: can an experienced technician be dismissed without transparent justification, at the risk of weakening the technical continuity of public works?
In a sector as strategic as infrastructure, competence should never become a political bargaining chip. It's worth remembering that Mr. Camara is a patriot deeply committed to just causes and the interests of his country.

Il agit comme un arriviste qui veut montrer à son chef qu'il mérite son poste.
Mansour Faye a été ministre des Transports et des Infrastructures pendant des années sans faire autant de bruit. Pourtant c'est sous sa magistère que toutes ces autoroutes , routes, ponts, autoponts et échangeurs ont été construits.
Toutefois, la compétence, aussi élevée soit elle n'est pas synonyme de perfection.
Aussi brillant qu'on soit, on peut commettre des erreurs, ou tout simplement ne plus avoir la même flamme pour rester à un poste.
Le limogeage de ce monsieur, bien que certainement déasgréable, n'est pas une fin en soit. Après tout, vu son pédigrée, il ne devrait pas avoir trop de mal à retrouver un emploi dans le pays ou dans la sous région.
Ce ne sera ni la première, ni la denière fois qu'une personne talentueuse sera limogée pour faire les beaux jours par la suite d'une autre structure.
Mais il faut que nous enlevions de notre esprit qu'une personne, quelle qu'elle soit, est indispensable.
Si l'Ageroute n'est pas en mesure de trouver une ressource capable de remplacer ce monsieur par un technicien à la hauteur, c'est qu'il y a de quoi s'inquiéter pour notre pays.

D'où la question , est ce que l'afrique veut vraiment le développement ;
par exemple ce DG, un cancer lui-même , assis sur une métastase administrative et de gestion d'une entreprise publique, semble avoir beaucoup de supporter qui n'ont rien à foutre de voir couler en direct un fleuron de l'entreprise sénégalaise qu'on veut construire.
Ils sont où ? Dans les bureaux ils ont créé Quoi des parapluies ? des tri cycles ? Des motos pompes? Quoi quoi quoi
Les choses ont changé nous avons tous constaté les surfacturations et les non respect des clauses des contacts
Au-delà des opinions divergentes, cette mobilisation confirme l’attente citoyenne autour d’une gouvernance publique responsable et éclairée.
