Compétitivité économique des territoires : Le plaidoyer de Mamadou Oury Baïlo Diallo

The president of the Union of Associations of Local Elected Officials of Senegal (UAEL) called for compliance with the law on transfers, royalties, the rapid implementation of PACESEN 2025, levies, among other things. Mamadou Oury Baïlo Diallo, who was speaking on the sidelines of the working day, synthesis and consolidation of the minutes of the consultations on the territorial poles, which took place this Monday, September 22, 2025, argued before Minister Moussa Balla Fofana that the establishment of territorial poles must not be simply a question of organization but a social political approach that will help increase the economic competitiveness of the territories.

"Mr. Minister, the establishment of territorial hubs must not simply be a matter of administrative organization. It is a social political approach that will certainly help increase the economic competitiveness of territories, promote social justice and solidarity, and guarantee every citizen living in an urban or rural environment equitable access to opportunities and services. In this sense, this day must be an opportunity to affirm our unity and our determination to support the State of Senegal in the implementation of the major reform, backed by the national development strategy 2025-2029," stressed the president of the UAEL.

For him, compliance with the law on transfers is a requirement. "If this law is respected, there will still be enough resources for local authorities. And when the State collects on behalf of local authorities, this revenue can be transferred on time to the local authorities," pleaded Mamadou Oury Baïlo Diallo.

To further improve the governance model of the territorial pole between the executive secretariat and the management, the president of the UAEL asked the supervisory authority to also take into account the contributions made by local elected officials during the consultations.
