Kaffrine : gros scandale, 5 postes de santé construits sur des tests truqués
According to revelations by Libération, a vast falsification scandal has erupted surrounding a public contract worth over 710 million CFA francs, related to the construction and supervision of five health posts in the Kaffrine region. The project, financed by the African Development Bank (AfDB), is being implemented by the Emergency Community Development Program (PUDC).
During site visits conducted last May, the PUDC (Urban Development Support Program) identified several structural defects, according to the same source. To ensure the conformity of the works, the contracting authority demanded the submission of concrete crushing reports, essential technical documents attesting to the solidity of the structures. In response, the winning contractor produced a series of fraudulent documents.
The investigation revealed a clear case of identity theft, involving the illegal use of letterheads from the National Reference Laboratory for Construction and Public Works (LNR-BTP) as well as those of private laboratories, including Naag Labo and Tout Faire Géotechnique. Contacted for authentication, these laboratories formally denied authoring the documents, highlighting serious inconsistencies, notably compression test dates that predate the sample collection dates, the newspaper reports.
Confessions and alleged complicity
The investigation conducted by the Public Procurement Regulatory Authority (ARCOP) yielded confessions from the technical director and a former employee of Sante Yalla, the company awarded the construction contract. Both admitted to fabricating false documents, claiming to have acted with the complicity of the head of the firm responsible for monitoring and supervising the work. Although the company's managing director denied any knowledge of the facts, ARCOP determined that the company could not have been unaware that the required tests, although invoiced, had never actually been carried out.
Endangering the lives of others
The Dispute Settlement Committee (DSC) emphasized the exceptional gravity of the facts. By falsifying concrete strength tests, those involved exposed future patients and medical staff to serious risks of collapse.
Immediate sanctions
At the end of the procedure, ARCOP imposed dissuasive financial sanctions: a fine of 8 million against the company Sante Yalla, accompanied by a threat of exclusion from public procurement for a period of two years in the event of non-payment within the allotted time; another of 2.8 million against the group Deco-Ic/Africonsult, (control mission) with a risk of exclusion for one year from public contracts, adds the same source.
