CDC : Fadilou Keita révèle comment 20 milliards ont été "perdus" avec la Tour des Mamelles
The Director General of the Caisse des Dépôts et Consignations (CDC), Fadilou Keita, gave a frank assessment of the institution's management during his appearance on the program "En Vérité" on Radio Senegal. Between audits by the General State Inspectorate (IGE), stalled projects, and virtually empty accounts, the new head of the CDC revealed the colossal challenges he faces.
Audit reports now in the hands of the justice system
Upon taking office, President Bassirou Diomaye Faye ordered an IGE (General Inspectorate of State) mission to thoroughly examine the institution and its subsidiaries. The final report, already submitted to Prime Minister Ousmane Sonko, has taken on a legal dimension. Fadilou Keita confirmed that the document has been forwarded to the courts "for further investigation," thus signaling a commitment to accountability.
Fadilou Keita's intervention highlighted projects that, according to him, symbolize mismanagement. The Bambilor project, initiated in 2011, is particularly singled out: nearly fifteen years after its launch, it "is still not completed despite nearly 15 billion CFA francs already committed."
The case of the Tour des Mamelles was also discussed. Its initial cost, estimated at 29 billion CFA francs, has reportedly ballooned to 41 billion CFA francs. This delivery delay is putting a heavy strain on state finances: the Director General estimates a "loss of 20 billion CFA francs," emphasizing that the tower could generate "approximately 500 million CFA francs in monthly revenue" once operational.
The land aspect of the CDC (Caisse des Dépôts et Consignations) appears to be one of the most complex cases. Fadilou Keita revealed that some plots of land were encumbered with charges amounting to several billion, sometimes with the "complicity of administrative officials." This situation necessitated a suspension of transactions by the IGE (General Inspectorate of State), a ban that was "only lifted three months ago."
Finally, the Director General made a strong impression by revealing the state of the treasury upon taking office. According to him, the accounts of the CDC, a pillar of public investment, "then held less than 270 million CFA francs."
For Fadilou Keita, the focus is now on reform and recovery. The measures undertaken aim to restore the institution's credibility and to successfully implement the reforms desired by the country's authorities.
