Le Bénin s'inquiète de la décision du Gabon d'interdire aux étrangers des métiers du secteur informel
Benin expressed concern on Thursday about Gabon's recent decision to ban non-citizens from running small businesses.
He announced that he had become aware on social media of "threats and acts of intimidation against the Beninese community in Gabon following the allocation of market places in the province of Lambarané," according to a press release from the Ministry of Foreign Affairs.
This statement comes after the Gabonese government announced its decision on Tuesday at the Council of Ministers to expand its list of professions exclusively reserved for nationals, notably prohibiting foreigners from exercising certain professions in the informal sector, such as local trade, appliance repair, or hairdressing and street beauty treatments.
"In line with the actions undertaken to strengthen economic sovereignty and promote national entrepreneurship, particularly among young people, the Council has decided to revise the regulations on professions reserved for nationals in order to guarantee their exclusive exercise by Gabonese," announced Laurence Ndong, government spokesperson.
Among the sectors concerned: "emerging sectors such as digital commerce and modern entrepreneurship" but also certain informal trades, a sector which "often escapes the legal framework and penalizes national entrepreneurs, particularly young people and women," according to the government.
The following professions are now prohibited for foreigners in Gabon: "local trade, unauthorized money transfers, repair of telephones and small appliances, street hairdressing and beauty treatments, unauthorized artisanal gold panning, informal intermediation in the purchase of crops, operation of small workshops or unregistered gaming machines."
"These reforms have one central objective: to provide Gabonese women and men, and young people in particular, with the means to achieve economic independence, an essential condition for the lasting eradication of poverty," the statement said, adding that "regular reports will be required to ensure their effective implementation."
Long discussed on social media, this government decision was welcomed by some online and criticized by others who denounced it as a "xenophobic" measure.
"Down with small, informal businesses run by foreigners! Public contracts, paid for by taxpayers, continue to be awarded to foreign companies with foreign capital. The small foreigner, the perfect scapegoat for a sclerotic power!" posted opposition leader Alain-Claude Bilie-By-Nzé on the X platform.
The Beninese government is calling on its citizens to "exercise calm and restraint" and has announced that it is planning, in coordination with the Gabonese authorities, "a mission to identify and register Beninese candidates for voluntary return."

C'est difficile pour les étrangers mais bénéfique pour les citoyens gabonais. Il faut nga lijanti sa waakeur ba paré sok di lijanti doxandeem yi. Contrairement au Sénégal. D'ailleurs j'imagine que si c'était le cas au Sénégal les étrangers qui n'ont pas encore acheté leurs cartes d'identité nationales le feront très rapidement.
Tu quittes ton pays avec ta culture et ta religion et c'est toi qui veut venir créer une communauté dans mon pays et revendiquer des droits et vouloir embrouiller les paisibles autochtones natifs du pays.
