Blanchiment de capitaux : Corruption, trafic d’influence et association de malfaiteurs impliquant un cabinet de conseil
The National Financial Information Processing Unit (CENTIF) was contacted by a counterpart financial intelligence unit (FIU) established in Europe, via spontaneous information, concerning the economic reasons for the financial transactions of a consulting firm called BETA, which has business relations with Senegalese entities. Transfers totaling more than 1.5 billion FCFA were made in euros (€) from an account opened by a public entity to a bank account in the name of the BETA firm, based in Europe.
Subsequently, a significant portion of the funds collected by BETA was transferred to accounts opened in Senegalese banks for the benefit of an entity called GAME. CENTIF's investigations established that the transfers from the public entity were explained by BETA's intervention as an advisor in a dispute between the public entity and a foreign company, with the payments corresponding to the firm's services.
However, the analysis of financial flows revealed that GAME, headed by a well-known business leader named X, known for his connections with businessmen, directors of national companies and public authorities, had signed a business introduction contract with BETA. This contract provided for variable commissions, calculated on the basis of 20% of the fees excluding VAT generated by BETA for files and cases facilitated by GAME.
The analysis revealed a significant discrepancy between the contractual commitments and the payments actually made to GAME, suggesting a mechanism of kickbacks and misappropriation of funds under the guise of fictitious services. At the end of its investigations, the CENTIF noted serious and consistent evidence of money laundering resulting from corruption, influence peddling and criminal conspiracy.
