Affaire Bougazelli : les derniers développements de l'enquête de la SU de Guédiawaye
Former Alliance for the Republic (APR) MP Seydina Fall, alias Bougazelli, and his alleged accomplice, a broker named Dieng (currently at large), are at the center of a real estate fraud case. Five plaintiffs accuse the pair of having pocketed more than 1.2 million CFA francs without ever delivering the promised housing, according to Seneweb sources .
According to testimonies gathered during the hearings, the victims were all approached using a similar pattern. Looking for accommodation, they were put in contact with Seydina Fall through the broker Dieng, who offered them rooms or apartments in a building located on Malibu beach.
The Case of Driver B. Ba: 115,000 CFA Francs Vanished
The first complainant, B. Ba, a 28-year-old driver residing in Niary Tally, was looking for a room to rent. The broker Dieng put him in touch with Bougazelli, who offered him a room for 50,000 CFA francs per month. After paying 115,000 CFA francs, the young man received only broken promises and delays.
The case of Ms. F. Dieng: An exploited emergency
Ms. F. Dieng, 29, was in a particularly vulnerable situation. Having received an eviction notice from a bailiff, she was hastily put in contact with Seydina Fall. He offered her an apartment under construction for 200,000 CFA francs per month.
The young woman reportedly paid 400,000 CFA francs to Bougazelli and 125,000 CFA francs to the broker Dieng for his commission. Despite these substantial payments, the promised apartment was never delivered to her.
The case of shopkeeper K. Sakho: 180,000 CFA francs lost
K. Sakho, a 53-year-old trader living in Fadia, was also a victim of the same scheme.
Introduced to Seydina Fall by broker Dieng, she was offered a room at 60,000 CFA francs per month in the Malibu building.
The businesswoman paid 120,000 CFA francs to the accused and 60,000 CFA francs to the broker, for a total of 180,000 CFA francs. Like the others, she was never able to access the promised housing.
The case of Vigil I. Timera: 400,000 CFA francs swindled
Security guard I. Timera, 29 years old and residing in Parcelles Assainies Unit 18, was looking for an apartment when he was put in contact with the duo. Bougazelli demanded 175,000 CFA francs from him for the monthly rent.
After paying the requested amount, the plaintiff never saw his apartment. The accused allegedly used several schemes to deceive him and avoid paying.
The Case of T. Camara: The Most Harmed Victim
A fifth victim, T. Camara, appears in the tally with a loss of 400,000 CFA francs.
A Damning Preliminary Assessment
The preliminary report compiled by the Guédiawaye Central Police Station's Urban Security Unit, under the command of Lieutenant Sy Ba, reveals the scale of the alleged fraud. In total, the five plaintiffs have already paid 1,220,000 CFA francs, according to Seneweb sources.
Vulnerable victims targeted
The investigation reveals that the alleged fraudsters targeted vulnerable individuals: a driver, a woman facing eviction, a shopkeeper, and a security guard. All were desperately seeking housing and trusted the duo, particularly because of Seydina Fall's reputation.
Bougazelli still in police custody
Former MP Seydina Fall, also known as Bougazelli, remains in police custody in Guédiawaye. His detention will be extended unless there is a change of plans. As for his alleged accomplice, broker Dieng, he remains at large and is the subject of an active manhunt.

Cela montre le calvaire que vivent les sénégalais pour trouver un logement descent pour eux et leur famille. Si dans la zone de Guediawaye, on doit débourser presque 200.000 pour un appartement, et 50.000f pour une chambre, imaginez vers Dakar ville. L'une des solutions, c'est de faciliter l'accès à la terre pour usage d'habitation sous certaines conditions (être marié, payer régulièrement ses impôts par exemple).
J'ai commencé à avoir un salaire acceptable, il y a 4 ans. Et j'ai dû payer plus de 200.000f par mois (en 4 ans) à une coopérative pour l'achat d'un terrain et je me suis sacrifié pour ça. A cela s'ajoute le loyer et le transport actuellement. Après, viendront les frais de mutations chez le notaire, ensuite le prêt pour construire, enfin le remboursement du prêt...
