Climat des affaires en Afrique : le Togo sacré 1er en Afrique de l’Ouest et 3ème en Afrique subsaharienne
Togo has once again distinguished itself on the African economic stage by ranking among the top three most reform-oriented countries in sub-Saharan Africa, according to the second edition of the World Bank's Business Ready (B-Ready) 2025 report, published at the end of December. This performance reinforces the country's credibility in improving the business climate and modernizing public services.

The successor to the Doing Business report, B-Ready adopts a more comprehensive and demanding approach. It assesses not only the quality of the regulatory framework, but also the effectiveness of public services and their practical implementation for the benefit of businesses. In 2025, 101 economies worldwide were analyzed, including 27 sub-Saharan African countries, compared to 14 in the first edition.
Togo, the benchmark in sub-Saharan Africa
Within this broader context, Togo stands out. The country ranks first in West Africa with a score of 61.52, and third in sub-Saharan Africa, behind Rwanda and Mauritius. These results reflect a sustained reform dynamic, which has been praised by investors and technical partners.

The detailed analysis of the report reveals particularly strong performance in several key areas of the business lifecycle, including: business creation, business location, taxation, financial services, dispute resolution, and business insolvency.
These are all strategic indicators that enhance the country's attractiveness for local entrepreneurs as well as regional and international investors.
One of the key findings of the B-Ready 2025 report concerns the public services pillar, in which Togo ranks first in West and Sub-Saharan Africa. This performance reflects the progress made in digitizing administrative procedures, simplifying processes, and improving the relationship between the government and the private sector.
On the pillar of operational efficiency, the country rises to 1st place in West Africa and 5th place in sub-Saharan Africa, confirming its ability to transform reforms into concrete results on the ground.
A clear and coherent political vision
These advances are in line with the reforms undertaken under the impetus of the President of the Council, Faure Essozimna Gnassingbé, with a clear orientation: to modernize the administration, digitize public services and build a competitive, transparent and inclusive business environment.

Since 2017, the Business Climate Unit, in collaboration with technical ministries and private sector stakeholders, has been leading a strategy based on the real impact of reforms rather than solely on their international visibility. This approach has been praised by the World Bank itself, which highlights the coherence and continuity of Togolese public policies.
The report, however, highlights persistent challenges, particularly in the areas of specialized public services, international trade, competition, and the workforce. These are areas identified by the authorities, who are counting on ongoing reforms to consolidate achievements and further improve the country's performance.

At the sub-regional level, Togo's performance thus appears as a strong signal: that of a State committed to a structural transformation of its economy, in the service of growth, investment and competitiveness.
More than a ranking, the B-Ready 2025 recognizes a trajectory. That of a country that chooses useful, measurable and sustainable reforms, and that intends to continue to play a leading role in the economic dynamics of West Africa.
