Hôpital Dalal Jàmm : la maintenance des deux scanners attendra encore un peu
The Public Procurement Regulatory Authority (ARCOP) has ordered the cancellation of the provisional award to Evotech of the contract for the preventive and corrective maintenance of two Siemens scanners at the Dalal Jàmm Hospital in Guédiawaye. The contract is worth 47,200,000 CFA francs. Afrique Conception Distribution (ACD), whose bid was rejected and which had challenged the procedure after an unsuccessful appeal, has thus won its case.
"In its decision, Libération reports, the regulator states that Evotech's bid is irregular because the technician's training certificate [presented by the provisional winner] cannot replace the manufacturer's (Siemens) certificate required for the legal entity. This individual document, according to ARCOP, guarantees neither the manufacturer's liability nor legal access to the original software and parts necessary for the market, nor the continuity of the service."
Furthermore, the newspaper adds, ARCOP considers that "the rejection of ACD's offer for lack of completeness is not justified."
