Twelve countries create coalition to financially support the Palestinian Authority

Twelve countries, including France, the United Kingdom, Japan, Saudi Arabia and Spain, announced Friday the creation of a coalition to financially support the cash-strapped Palestinian Authority, whose tax revenues are being withheld by Israel.

The Emergency Coalition for the Financial Sustainability of the Palestinian Authority was "created in response to the urgent and unprecedented financial crisis" facing the Palestinian Authority, the Spanish Foreign Ministry said in a statement.

It aims to stabilize the finances of the Ramallah-based body, preserve its ability to govern, provide essential services and maintain security, "all of which are essential to regional stability and the preservation of the two-state solution," according to the same source.

The statement mentioned the "significant financial contributions" made in the past and the promises of "sustained support" from this coalition, which also includes Belgium, Denmark, Iceland, Ireland, Norway, Slovenia and Switzerland.

The office of Palestinian Prime Minister Mohammad Mustafa said donors had pledged at least $170 million to fund the Palestinian Authority.

Saudi Arabia will provide $90 million, its foreign minister, Prince Faisal bin Farhan, said Thursday evening, according to state media.

Israel collects tax revenues on behalf of the Palestinian Authority under the 1994 Paris Protocol.

Following the outbreak of war in Gaza on October 7, 2023, the day of the unprecedented attack by the Palestinian Islamist movement Hamas on Israeli soil, Israel withheld tax revenues intended for the Palestinian Authority, which claims that basic services such as health and education have deteriorated and poverty has increased.

Israeli authorities say some of the money they are withholding is intended to reimburse expenses such as the electricity they sell to Palestinians.

But Israel's far-right Finance Minister, Bezalel Smotrich, who stopped all payments to the Palestinian Authority four months ago, said he would continue to work to bring about the collapse of the Palestinian government through "economic strangulation" in order to prevent the creation of a Palestinian state.

The announcement comes as Israel's traditional allies, including France and the United Kingdom, were among a string of countries that recognized the Palestinian state at the United Nations General Assembly in New York this week.
