ECOWAS is pushing for economic and energy integration

Meeting in Abuja on December 14, 2025, for the 68th Ordinary Session of the Conference of Heads of State and Government, the ECOWAS countries reaffirmed their commitment to accelerating the implementation of the African Continental Free Trade Area. The leaders emphasized the need to strengthen institutional frameworks and improve the alignment between national policies and regional dynamics in order to translate the commitments made into concrete action.

The conference acknowledged the progress made in trade in services, considered an important lever for the region's economic diversification. However, the heads of state felt that this progress remains uneven and requires closer coordination to enable West African businesses to fully capitalize on the continental market.

Particular emphasis was placed on the need to harmonize rules of origin between ECOWAS and WAEMU. This convergence is presented as an essential condition for facilitating intra-regional trade, reducing administrative barriers, and strengthening economic integration, which is still hampered by persistent regulatory differences.

The leaders also discussed the difficulties related to certain EU taxes that burden trade and create tensions between Member States. They tasked the relevant Commissions with formulating joint proposals to address these shortcomings while preserving the resources necessary for the functioning of regional institutions.

Finally, the ECOWAS Conference of Heads of State and Government welcomed the historic synchronization of West African electricity grids, which took place on November 8, 2025, and saw it as a major step forward for energy integration. However, it expressed serious concerns about payment delays that are undermining the WAPP system and called on member states to honor their financial commitments to ensure the stability and sustainability of the regional electricity market.
