After months of wrangling over the Loulo-Gounkoto gold mining complex, the Malian government and Barrick Gold finally reached an agreement last Monday. This was announced in a statement published by the Canadian group on its digital channels.
“Barrick Mining Corporation announced today that it has reached an agreement ending all its disputes with the government of the Republic of Mali concerning the Loulo and Gounkoto mines. All charges against Barrick, its subsidiaries and its employees will be dropped and the necessary legal steps for the release of the four detained Barrick employees will be taken,” the statement said.
Bamako, winner of the power struggle
The provisional administration of the Loulo-Gounkoto complex will also be lifted, and its operational control will be restored to Barrick. The agreement also stipulates that Barrick subsidiaries will withdraw their pending arbitration requests before the International Centre for Settlement of Investor Disputes (ICSID).
In the end, it is the Malian government that emerges victorious from these long months of struggle, since the signed agreement is aligned with the new Malian Mining Code of 2023, which increases the share of mining revenues accruing to the State.

In short, the two mines of Loulo and Gounkoto will transition to the new Mining Code. According to the Malian Minister of Economy and Finance, the State expects significant financial benefits. "We hope to obtain 70 billion CFA francs in TAF (taxes on financial activities), 20 billion CFA francs in special taxes on certain products, 80 billion CFA francs from dividends, 20 billion related to contributions to the mining fund, as well as 25 billion CFA francs thanks to the lifting of the exemption on products imported by the mine," explained the minister, according to reports by Maliweb.
In short, Mali will receive at least 215 billion CFA francs thanks to this agreement. The minister speaks of estimated revenues of 220 billion CFA francs per year.
