Guinée : Vote d’une loi déterminant les privilèges et les avantages des anciens présidents

In Guinea, members of the National Transitional Council (National Assembly) adopted a bill on Tuesday, February 10, concerning the status of former presidents, former heads of state, and their spouses. This text, structured into seven sections, defines the privileges, benefits, and protective measures granted to former leaders of the country and their spouses.

A law that contributes to the consolidation of political alternation

During the plenary session, the rapporteur of the "Constitution and Organic Laws" commission of the CNT, Jean-Paul Kotembedouno, recalled that the Constitution of September 25, 2025 provides in its article 74 that the privileges, material and financial advantages and the protection of former presidents of the Republic and their spouses are to be defined by an organic law.

In addition to this requirement of article 74 of the fundamental law, the vote on this bill concerning the status of former presidents has a major political significance, especially as it contributes to the consolidation of democratic alternation, Mr. Kotembedouno emphasizes.

For him, heads of state are more willing to leave power "when they are assured that their personal safety will be guaranteed, that their assets will not be arbitrarily seized, and that they will receive an adequate pension and protection."

An annual allowance defined  

In the new law, the members of the CNT notably defined the annual allowance of the former president of the Republic or former head of state for representation and participation in national ceremonies, the limits of the recognition of diplomatic advantages and privileges for the former president or former head of state who has decided to live abroad and the question of his civil immunity.

The advisors of the CNT also decided to abolish the civil service status of cabinet members and domestic staff of former heads of state.
