Ivory Coast: Ouattara begins his 4th term promising "generational transfer"

Côte d'Ivoire : Ouattara démarre son 4e mandat en promettant la "transmission générationnelle"

President Alassane Ouattara was sworn in on Monday as the head of Ivory Coast, promising that his fourth term would be one of "generational transmission".

Mr. Ouattara, who will be 84 years old on January 1st, was re-elected on October 25th with nearly 90% of the votes, in an election from which the main opponents were excluded by court decisions.

"This mandate will be one of generational transmission, it will be for me and our nation an act of responsibility and political maturity," he said Monday in a speech following his swearing-in ceremony at the presidential palace in Abidjan.

Since 2011 and his rise to power after a bloody post-election crisis, "Ivory Coast has changed profoundly," added the head of state.

"We have restored the authority of the State, consolidated peace, strengthened national cohesion and our institutions. We have ensured security throughout the national territory," he affirmed.

Shortly before, he had taken the oath before the Constitutional Council, right hand raised, left hand on the Constitution.

The ceremony was held in the presence of 11 African heads of state (Angola, Congo-Brazzaville, Djibouti, Gabon, Senegal, Comoros, Ghana, Gambia, Liberia, Sierra Leone and Mauritania), but also former leaders, such as Nigerien Mahamadou Issoufou, as well as the Secretary General of the Francophonie Louise Mushikiwabo.

A meeting of the Economic Community of West African States (ECOWAS) is also scheduled following the inauguration. It will focus on the situation in Benin, where a coup attempt was thwarted on Sunday and where the organization announced the deployment of troops.

Alassane Ouattara is therefore embarking on this fourth term in a West Africa undermined in recent years by coups d'état, the latest dating back to the end of November in Guinea-Bissau.

- "Enemy of no one" -

On international issues, Mr. Ouattara reiterated his doctrine: "an Ivory Coast that is a friend to all and an enemy to none".

At Monday's ceremony, France, a former colonial power contested in West Africa but still a privileged partner of Ivory Coast, was represented by the president of the French National Assembly, Yaël Braun-Pivet.

The United States, for its part, sent the US Under Secretary of State for Economic Growth, Jacob Helberg, who is expected to speak with Mr. Ouattara in the afternoon.

Although the Ivorian president was comfortably re-elected with 89.77% of the vote, half of the voters boycotted the October 25th election, with participation reaching 50.10%.

The two main opposition figures, former president Laurent Gbagbo (2000-2011) and Tidjane Thiam, had not issued any voting instructions before the election. They were excluded from the process due to their removal from the electoral register, the former for a criminal conviction and the latter for nationality issues.

They were both absent from Monday's inauguration ceremony.

"I remain the president of all Ivorians without distinction, exclusively serving the general interest," Mr. Ouattara said in his speech.

Although the election was generally peaceful across the country, 11 people died before or on the day of the vote in demonstrations or intercommunal clashes.

The demonstrations had been banned due to the risk of public disorder and some 400 people who defied the ban were sentenced to three years in prison, according to their lawyers.

Two senior opposition figures have also been arrested: Damana Pickass, Laurent Gbagbo's right-hand man, and Soumaïla Bredoumy, spokesperson for Tidjane Thiam's party. Both are accused, among other things, of "terrorist acts."

Ivory Coast will hold legislative elections on December 27th, in which Laurent Gbagbo's party has announced it will not participate.

ADO lui a relevé la côte d'ivoire et est en train de créer un Véritable Dragon d'Asie en Afrique. Félicitations encore Doyen ADO.     Rappelez-vous comment il a été élu par les français qui ont tout fait pour évincer Bagbo du pouvoir.
    Les occidentaux, la Banque mondiale et le FMI ne lui refuseront rien puisqu’il exécute à la perfection ce qu’ils désirent.
    Lui et Macky l’autre sous préfet de la France ont fait capoter la monnaie que les pays de la sous région voulaient mettre en place pour remplacer le CFA.
    Lui et ses maîtres ont magouillé pour imposer un 4éme mandat au peuple ivoirien et se maintenir au pouvoir dans le seul but de masquer sa gestion catastrophique de la Côte d’Ivoire et de permettre aux occidentaux de bien contrôler les richesses de ce pays. La Côte d’Ivoire est aujourd’hui quasiment contrôlée par la France qui a réussi à s’accaparer de toutes les richesses du pays. Et les ivoiriens auront de très mauvaises surprises en découvrant un jour que leur pays a été vendu aux occidentaux.
