Land dispute at the QVS agricultural farm: Minister Mabouba Diagne tells the opposing real estate company his truths

The issue of access to land is a concern for the Minister of Agriculture. Mabouba Diagne insists on the protection of certain agricultural lands that are not suitable for housing. "Let's let QVS work, let's let these good women found in the fields continue to enjoy these jobs."

Visiting the Qualité végétale Sénégal (QVS) agricultural farm in Keur Moussa (Thiès department) on Tuesday, September 30, 2025, which is threatened with disappearance due to a conflict, the Minister, accompanied by the Tunisian Minister of Agriculture, Water Resources and Fisheries, showed his full willingness to support this investment.

"My call to the national private sector, particularly to the youth of Senegal, is to invest in agriculture and livestock farming, to believe in it. Certainly, we have projects within the ministry to support young people and women through community agricultural cooperatives and the DER, but the initiative should first come from the grassroots," said the minister, who invites Senegalese with the means to invest in the field, to enter into partnership agreements with local authorities and to create community agricultural cooperatives.

Having been facing a land dispute for several years with a real estate company claiming 90 hectares of its 185-hectare site, QVS now finds itself, following a court decision, under threat of closure, which would result in the loss of more than 1,600 jobs.

Its general manager, Maguette Niang, discusses the conditions for obtaining this land. "We are in the Keur Moussa classified forest, in the department of Thiès, while our neighbors have a decree that allocates them a land base that is in the department of Mbour, in the commune of Diass," he said.

He explains that QVS obtained this 185-hectare land plot from the National Water and Forest Service, after approval by the Minister of the Environment, for a period of 25 years, for agricultural purposes. Thus, a major investment program of nearly 5 billion CFA francs was carried out there, which led to the creation of more than 1,600 jobs. And for three years, the company regularly carried out its agricultural activities on the plot, mainly based on the production of onions, okra, and chili peppers for the local market.

But the unpleasant surprise came in 2023, marked by the notification of an excess of 90 ha on the perimeter of another company.

    En tt cas l'Etat doit soutenir l'agriculture, il faut laisser certains zones pour l'agriculture et lelevage uniquement.
