Marché des Titres : Le Sénégal lève plus de 125,7 milliards de FCFA
The Senegalese government had made its intentions clear last week. Struggling with budgetary difficulties due to the hidden debt scandal and the suspension of its program with the IMF, it plans to raise 4.132 trillion CFA francs on the regional market this year. Having set out to raise 120 billion CFA francs through a simultaneous issuance of government bonds, it raised more than expected after the auction on January 30, 2025.
The state receives more than requested
Investors submitted bids totaling 142 billion CFA francs, representing an oversubscription rate of 118.4%. However, the Senegalese government only accepted 125.7 billion CFA francs, an absorption rate of 88.4%. This amount comprised 113.3 billion CFA francs raised through the one-year Treasury Bill (BAT), 8.1 billion CFA francs obtained through the three-year Treasury Bond (OAT), and 4.2 billion CFA francs through the five-year OAT.
No one was interested in the 7-year OAT.
As for the 7-year Treasury bond, it attracted no interest from subscribers. This shows that investors are much more drawn to shorter maturities.
Moreover, subscribers submitted bids from all 8 countries of the Union. For the BAT, for example, 18.7 billion CFA francs were subscribed from Benin, 5 billion from Burkina Faso, 11.5 billion CFA francs from Ivory Coast, 5.5 billion CFA francs from Mali, 60 billion from Togo and 12.5 billion CFA francs from Senegal.
Subscribers from Niger have bid for 1 billion on the 3-year OAT and those from Guinea Bissau for 500 million CFA francs on the same OAT.
