Montée en puissance des territoires dans l’espace UEMOA
The second Ordinary General Assembly of the Council of Territorial Authorities of the West African Economic and Monetary Union (UEMOA) opened on November 25, 2025, in Dakar, bringing together elected officials, experts, and institutional representatives to discuss resource mobilization for the benefit of local territories. The proceedings include a review of activity and financial reports, as well as an assessment of the capacity of local authorities to meet the growing demand for essential public services in a context of demographic pressure and expanding social needs.
The discussions highlight the limitations of current local funding, which is often insufficient to meet priorities in infrastructure, education, and planning. They also underscore the potential offered by internal initiatives such as modernizing local taxation and improving land management, as well as by expanding partnerships with donors, private investors, and regional organizations. These discussions should contribute to strengthening territorial governance and improving the impact of public policies within the Union by providing local authorities with resources better suited to their responsibilities.
