"A Horrible Tragedy": Anger in France After the Death of a Young Guinean Threatened with Deportation

"Un drame horrible": colère en France après la mort d'un jeune Guinéen menacé d'expulsion

The death of a young Guinean man threatened with deportation, probably in an attempt to reach England, has provoked emotion and indignation in France, particularly in Normandy where he worked and had integrated.

On September 17th, around 3:00 a.m., a man was found dead without his papers near a motorway exit in Loon-Plage (Nord), close to a migrant camp and the town of Dunkirk. He could not be immediately identified.

His identification and the circumstances of his death were revealed in early October: Mamadou Garanké Diallo, 21, died while trying to leave France to avoid being sent back to his country.

The young man, an apprentice at a butcher's shop in Darnétal, near Rouen (Seine-Maritime), had been subject to an order to leave French territory (OQTF) since 2023. He arrived from Guinea Conakry in 2019, according to local media.

"When he could no longer work at this butcher's, everything fell apart for him, so he said to himself, 'I have no more hope here, I'll look elsewhere,'" explained Dominique Pierre, a volunteer with the Education Without Borders Network (RESF) in Rouen. She denounces the "arbitrary prefectural approach" of placing young people already integrated under OQTF.

"Absolute waste"

Mamadou Garanké Diallo was killed "by a truck", "(...) left for OQTF, this document which kills... he hoped (to reach) England", deplored the association "For a Better Future" which had accompanied the young man after his arrival in France.

Targeted by an OQTF in April 2023, confirmed by the Rouen administrative court in December 2023, the young man received a second one in May 2025, "on the same basis and because he had neither a long-stay +employee+ visa nor a work permit," explained the Seine-Maritime prefecture.

That same month, Mamadou Garanké Diallo was arrested and placed in police custody "for drug possession to which he admitted," the prefecture said, indicating that he was "summoned by the courts in November to answer for these offenses."

Nicolas Mayer-Rossignol, the Socialist Party mayor of Rouen, denounced to the AFP "a horrible tragedy and an absolute waste" which "provoked considerable emotion".

"Mamadou was someone who gave complete satisfaction, who posed no particular problems, who was well integrated," he added, pointing to the "absurd new rules" imposed, according to him, by Interior Minister Bruno Retailleau.

In 2023, a petition launched by Mamadou Garanké Diallo's employer and residents of his town, as well as a letter to the prefect signed by Nicolas Mayer-Rossignol and several deputies, enabled him to obtain "a temporary residence permit," the mayor recalled.

"Every day, the prefectures, subject to Bruno Retailleau's instructions, produce undocumented workers who are then placed under OQTF (Overstay of Work)," Olivier Faure, secretary general of the Socialist Party, reacted Saturday in a message on X. "And sometimes, like Mamadou Garanké, they leave to seek their opportunity elsewhere, risking their lives. #shame," he added.

Despite the extensive security measures around the ports of northern France and the Channel Tunnel, some migrants are still trying to board trucks to reach England.

Most attempt clandestine sea crossings aboard small semi-rigid boats, a more expensive but also very dangerous option.

    Voyez l esclavage,la colonisation,les tentatives de mettre la main sur nos ressources et nos terres.

    Tu te donnes trop d’importance et refuses de te regarder dans le mirroir. C’est tes propres frères Africains qui vendaient d’autres africains en esclavage. Cest aussi vous même qui bradez vos resources aux Européens et maintenant aux chinois. Le problème c’est pas les autres, cest vous même. Sans les Européens, vous seriez encore à l’age de la pierre taillée à vous promener nus dans vos savanes.

    Dommage pour lui... Son employeur, le Maire de sa commune, un élu socialiste, des habitants, une association... toutes ces personnes physiques ou morales ont essayé de le soutenir, de l'aider. Malheureusement, ça n'a pas abouti. "La France 🇫🇷est raciste / Les Français sont racistes" entend-on très souvent ça et là. Comme partout dans le monde, il y a des personnes qui n'aiment pas les étrangers, qui leur créent des problèmes. Mais, la France - comme beaucoup d'autres pays dans le monde - a ses règles. Il vaut mieux être en phase avec elles. Repose en paix Mamadou !

    De toute façon ils sont nombreux à Lyon et dans des conditions difficiles ! Il faut juste aller sur les pentes de la croix rousse ! Oh ma fois t'as juste envie de prendre tes affaires e de retourner en Afrique !

    Au Sénégal, on devrait vraiment commencer à en distribuer aussi aux guinéens. Je parle bien sur des OQTS ou Obligation de Quitter le Territoire Sénégalais !!!

    Je ne connais pas ses convictions mais si les français lui reconnaissent une intégration réussie, c'est qu'il devait être de ceux là qui défendent le terrorisme français au Sahel et qui s'attaquent lâchement aux pays africains qui aspirent à la souveraineté. Et voilà comment ils le remercient.
    Sinon quand on a une mentalité d'homme libre, on ne peut pas reposer tous ses espoirs sur un séjour en Europe au point d'y laisser sa vie.
