«C’est votre...» : Mabouba Diagne recadré
Public contract no. T0520/22, worth 85.5 billion CFA francs for the supply of agricultural equipment and the construction of 120 warehouses, is at the center of a heated controversy between the Minister of Agriculture, Mabouba Diagne, and the holder of the contract, the company Intermaq 2012 SA.
Suspicions of overbilling: Mabouba Diagne's offensive
During his appearance on TFM on March 9th, the Minister of Agriculture, Food Sovereignty and Livestock dropped a bombshell: "We found that there was overbilling of 12 billion on the combine harvester market. When we discovered this, legal action was taken."
On this basis, he justified the requisitioning of the machines to launch the "Allo Tracteur" system in the Valley in order to save the crops.
Intermaq's response: a "firm and categorical" denial
In response to these accusations, Intermaq 2012 SA issued a categorical denial, calling the ministerial statements "false, unfounded, and dangerously irresponsible." As reported by L'Observateur, the company's top management reiterated that the market underwent a rigorous validation process involving Arcop, DCMP, and the Ministry of Finance.
The company also highlights the inconsistency of the minister's current position: "By signing this amendment [in May 2025], Minister Diagne formally and officially confirmed and validated market prices. To accuse Intermaq today of overcharging for the same prices he himself approved is a blatant contradiction."
Numbers war and administrative roadblocks
The company revealed confidential correspondence dated September 12th, in which the minister requested a drastic price reduction. Intermaq rejected this request, citing the legal framework: "This unilateral request for a reduction of more than 50% is formally contrary to the Public Procurement Code, which prohibits any substantial modification of the economic conditions of a contract in progress."
Finally, the company points to the State's failings, particularly regarding the construction of cold storage warehouses: "It is precisely the ministry's inaction that has prevented the construction of refrigerated warehouses. The minister is complaining about a problem for which his own ministry is primarily responsible."
These administrative blockages and the absence of customs exemptions would have generated hundreds of millions in storage costs at the port of Dakar, borne exclusively by the holder of the contract, insists Intermaq.
