Saint-Louis : Dr Mabouba Diagne signe un contrat-programme riz 2026–2030 pour accélérer la souveraineté alimentaire
The Minister of Agriculture, Food Sovereignty and Livestock, Mabouba Diagne, chaired a workshop this Saturday in Saint-Louis devoted to the assessment of the 2025 hot dry season campaign. The meeting also served as a framework for the signing of the 2026–2030 rice program contract between the State of Senegal and the Interprofessional Rice Committee (CIRIZ).
In his speech, the Minister recalled that this workshop is taking place in a context of hope, marked by the stated desire of the President of the Republic, Bassirou Diomaye Diakhar Faye, to translate the ambition of food sovereignty into concrete results. The Food Sovereignty Strategy (SSA 2025–2034) constitutes, according to him, a major lever for intensifying agricultural value chains, increasing the resilience of territories and reducing the country's dependence on imports.
Rice cultivation, which is central to this strategy, benefits from significant advantages, particularly in the Senegal River Valley, where the 2025 hot dry season recorded results deemed "historic" despite the difficulties encountered. However, the minister acknowledged that challenges persist, noting that Senegal still imports an average of 1.3 million tonnes of white rice per year.
The 2026–2030 rice program contract
Signed between MASAE and CIRIZ, this new contractual framework extends over five years. It aims to coordinate interventions, clarify responsibilities, and effectively mobilize the necessary resources. "This contract is the result of an inclusive process validated by all stakeholders in the sector," Mabouba Diagne emphasized.
A Strategic Steering Committee, co-chaired by the Minister of Agriculture, Food Sovereignty and Livestock (MASAE) and the Interprofessional Committee for the Rice Sector (CIRIZ), will be established. It will bring together the decentralized government departments, the Ministry of Finance, the Ministry of Trade and Industry, as well as representatives of the National Assembly and strategic partners. The objective is to ensure shared, transparent, and effective governance.
Strong measures to support the sector
Among the priorities announced are the establishment of a monitoring system to secure the local market, by triangulating data relating to imports and national production; support for young producers, with the obligation for each major importer to sponsor at least 100 young farmers, at a rate of 5 hectares each;
the creation of regional competitiveness clusters, adapted to the specificities of each Agroecological zone.
The minister emphasized the need for collective commitment: "The time has come, not for declarations of principle, but for concerted and ambitious action. The State will support this dynamic, but it expects a firm and measurable commitment from all stakeholders—producers, processors, private investors, local authorities, and technical and financial partners."
With this 2026–2030 rice program contract, the government intends to lay the foundations for a sustainable transformation of the rice sector, the cornerstone of Senegal's food self-sufficiency.
