[Billet d'humour] Ordre à… plumes ?
In Senegal, the birds can finally breathe. Or almost. In a video that has gone viral, police officers are seen determined to break down the bars. No more cramped cages, clandestine markets, or mystical-commercial rituals involving feathers. After mistreated horses, now sparrows and parrots are the new residents of the Republic. Animal protection is progressing, slowly but surely.
In the neighborhoods, some birds must have believed in a general amnesty. Others, more wary, wonder if this freedom doesn't mask judicial control. For in a land of shifting priorities, the bird is freed, but the horse is left to pull carts piled high with watermelons as if it were preparing for the Dakar Rally. Emaciated horses, sweating under the sun, crisscross Dakar and its suburbs, laden with mangoes, scrap metal, or misery, under the placid gaze of the police… who are, however, very much present to regulate traffic.
The same goes for the rickshaws, those urban phoenixes: chased away in the morning, resurrected in the afternoon. They reclaim the sidewalks, often sharing the space with street vendors, especially at roundabouts, which are transformed into impromptu markets and obstacle courses for pedestrians. Here too, tolerance seems to be a national pastime.
At this rate, we'll have birds whitewashed by the state, horses exhausted by the informal economy, and sidewalks permanently annexed. Protection is progressing, certainly, but by picking and choosing our battles, we mostly give the impression of fighting... from a low angle.

Il faudra que nous accompagnons collectivement ce genre d'idée et trouver aussi de vrais solutions de reconversion pour les emplois perdus. L'Etat pourra assi gagner en termes d'impôts et d'impact social avec des citoyens mieux protégés et ayant un cadre de vie agréable. Bravo encore pour la qualité et la pertinence de cet article.
