This conflict goes far beyond the individual, perhaps even insignificant, personalities of Abdourahmane Diouf and Mimi Touré: it reveals structural issues, deep-rooted interests and potential threats to the rule of law and national sovereignty.
Who benefits from a break between the President (PR) and the Prime Minister (PM)?
• Traditional political actors: parties and elites who benefited from the old regime and who view the emergence of a new balance as a threat to their network of influence and political income.
• Economic and business interests: groups linked to the old regime or to public markets likely to lose access to resources if they do not regain their position.
• Actors vulnerable to prosecution: those singled out by audits or judicial investigations who fear consequences and have an interest in destabilizing a government that aims for transparency.
• International interests and institutions: foreign actors or financial institutions that may consider their positions challenged by changes towards greater economic sovereignty; our national political choices may come into tension with their priorities.
The "new world order," whose agenda in Senegal has been abruptly disrupted, halted, and is likely to be transformed, presents an additional challenge. The IMF, a key instrument of this order, is affected: the acknowledgment of a hidden debt—following pressure exerted by Ousmane Sonko and his team—has forced them to assume a share of responsibility, which represents a painful thorn in their side that they cannot afford to ignore.
Why now?
• A period of economic and institutional stabilization would reduce the room for maneuver for those seeking to regain a foothold. The recent drop in electricity and fuel costs announced by the PM, the IMF's recognition of the "hidden" debt, the success of the three or four bond issues launched, and all the agreements signed by other major powers (China, Japan, Turkey, etc.) are indicators of this period of economic stabilization.
The escalation of tensions may be seen as a way for some to regain influence before structural reforms become firmly established.
Signs and elements to note:
• Recurring media narratives aimed at discrediting public figures — notably our leader Ousmane Sonko — without verifiable evidence, without factual arguments and without objectivity.
• Parallel political initiatives seeking to fragment an electoral base or to create regional and community fault lines, emanating from both the opposition and allies or some members of PASTEF.
• The supposed independence of institutions, such as the justice system, which has not changed in form or substance and remains silent in the face of the great expectations of the Senegalese people.
• This part of the press that demands its freedom but is caught up in these dubious financial practices and editorial lines compromised by corruption.
How do they go about creating the breakup of the tandem?
• Exploiting politicians like those I mentioned at the beginning;
• to use and abuse an injustice disguised as justice;
• to support, publicize and promote all divisive, separatist or opposition initiatives against Ousmane Sonko; to plot against him;
• To manipulate from within in order to create a rift; to attempt to isolate the President, to influence him by any means, to flatter his ego and offer him concrete guarantees. They can mobilize influential resources (Macron, Umballo, Kagame, Macky's pawns at the Palace…) including international support.
In this context, the responsible course of action for citizens aspiring to change is to mobilize in support of the Project. This transformative project for a sovereign, just, and prosperous Senegal is championed by President Ousmane Sonko and his candidate, Bassirou Diomaye Faye.
We have to save the partnership. And if we can't, we'll have to stay on the Project…
