The appointment of Dr. Alioune Ibnou Abou Talib Diouf as head of the Senegalese Pharmaceutical Regulatory Agency (ARP) marks a decisive turning point for the national pharmaceutical sector. Through this appointment, the highest authorities of the State – the President of the Republic, Bassirou Diomaye Faye, Prime Minister Ousmane Sonko and the Minister of Health, Dr. Ibrahima Sy – express their desire to establish strong, transparent regulation that complies with international standards.
This decision, welcomed by industry professionals, embodies recognition of Dr. Diouf's skills, commitment, and vision. Barely a year after taking office, the results speak for themselves: the ARP is transforming into a modern, efficient, and influential institution on an African scale.
A modernized and efficient Agency
Under Dr. Diouf's leadership, the ARP has strengthened its regulatory functions by achieving WHO Maturity Level 3 (ML3) for the regulation of medicines. This status, held by very few African countries, is a testament to the credibility and effectiveness of the Senegalese agency. A dynamic expansion towards vaccines, medical devices, and traditional health products is underway, with a view to global integration and health security.
Furthermore, the system for combating illicit drug trafficking has been significantly strengthened. Between 2024 and 2025 , the ARP seized more than 4 billion FCFA worth of counterfeit drugs , made 225 arrests and 68 referrals . These results illustrate the agency's determination to protect populations against the dangers of counterfeit drugs.
Continental leadership assumed
The ARP's influence now extends beyond national borders. In September 2025 , Dr. Diouf was elected President of the African Committee on Vigilance and Drug Surveillance , under the aegis of the African Union and AUDA-NEPAD. Senegal also sits on the Steering Committee of the AU-3S program , actively participates in the AfriVigilance network , and has begun a pre-accession process to the PIC/S , synonymous with excellence in pharmaceutical inspection.
Pharmaceutical sovereignty: a priority project
One of the pillars of the ARP DG's action remains national pharmaceutical sovereignty . Aware of the weaknesses revealed by the COVID-19 pandemic, Dr. Diouf is defending an ambitious strategy aimed at increasing local production to 30% by 2030. The implementation of the pharmaceutical correlation mechanism , aligning imports with national production capacities, constitutes a major innovation to stimulate industrial investment and secure the country's supply.
Digitalization and transparency: exemplary governance
The ARP has launched several modernization projects:
. Digital portal for managing marketing authorizations and approvals
. National Pharmaceutical Traceability System
. Institutional performance dashboard
. Modernization of the National Quality Control Laboratory
At the same time, a reform of human resources management and increased transparency of administrative procedures embody a clear desire: to build an efficient, honest and results-oriented administration.
Citizen mobilization and professional commitment
The ARP does not work alone. Under Dr. Diouf's leadership, it has opened up to civil society, healthcare professionals, and academia. The national hike against drug trafficking , organized with the SEN-PNA, the Order of Pharmacists, and universities, brought together several thousand participants, demonstrating broad citizen and sectoral support.
A clear vision for the future
" Pharmaceutical regulation is not just a technical act. It is a lever for sovereignty, public health and economic development ," says Dr. Diouf. His ambition is to make the ARP an African model of integrated regulation , in line with the standards of the WHO and the African Medicines Agency (AMA), while supporting local production and health safety.

Demain fera jour
Il convient de rappeler, pour l’honnêteté du débat, que l’obtention du Niveau de Maturité 3 de l’OMS n’est pas le fait de la direction actuelle. Ce résultat est avant tout l’aboutissement d’un long processus initié et conduit méthodiquement par l’ancienne Directrice générale, Dr Oumy Ndaw, et son équipe, qui ont posé les bases techniques, administratives et organisationnelles nécessaires à cette reconnaissance.
S’approprier aujourd’hui ce travail collectif pour en faire un mérite personnel relève d’une réécriture opportuniste de l’histoire.
Par ailleurs, si l’on veut véritablement parler de performance et de transparence, alors la même rigueur devrait s’appliquer à la gestion actuelle, qui suscite de nombreuses interrogations en interne de l'Arp et dans le secteur. Peut-être serait-il temps d’envisager un audit indépendant afin que la lumière soit faite sur la gouvernance en cours, au lieu de capitaliser sur les acquis d’autrui, cest le cas sur la saisie des medicaments qui est pour l'essentiel l'oeuvre de la gendarmerie et des douaniers.

Larbinisme. Rien n’a changé. Les médicaments sont toujours inaccessibles et la rue ravitaillent toujours mieux et moins cher. Maintenant on achète dans TikTok et aucune réglementation pffff
Avec tout ce qui se dit sur l ARP et son directeur franchement je pense que cet article est tout simplement une maivaise propagande si tout ce qui est dit ici etait vrai les pharmaciens n 'auraient pas déposé un préavis de greve pour une fois de notre vie soyons honnete et adherons aux principes du JUBB JUBBEUL JUBANTI et les jeunes directeurs membre de pastef nommés par le PM je vous dit soyez plus humbles et respectueux envers les gens vous n 'etes ni les plus meritants ni les meilleurs dieu a juste fait que vous connaissez ou vous avez eu un proximité avec le PM ou le PR . l'arrogance ne paie pas et je pense qu'on eu assez d'exemple dans ce pays seul le pouvoir de DIEU est eternel
