From Dakar to New York, from Kigali to Nairobi, under the scent of a dying summer, we followed a journey in the service of our country. The journey was inspiring. Meetings were organized, audiences granted, speeches delivered, messages conveyed. All centered around the primacy of sharp pragmatism, in the service of Senegal's diplomacy. Who better than the country's top diplomat, President of the Republic Bassirou Diomaye Faye, to inspire us!
As a way of sharing, I offer you this common narrative, supported by a We of methodological solidarity, based on a concrete, well-calibrated presidential action, shrouded in subjectivity and concepts chosen by the witness of circumstances that I am. So that tomorrow is better!
It was about addressing our communities, selling the Senegal label, revisiting the depths of our memories, challenging technological determinism, reminding ourselves of our responsibilities in the face of climate and environmental emergencies and redefining, in the light of Africa's interests, a multilateralism in the service of peace.

Whether on the African continent or globally, the option of multilateralism is embraced. Major global challenges such as the security crisis in the Middle East, instability in Haiti, violence in South Sudan, and jihadism in the Sahel are addressed without a specific agenda, at the discretion of Senegalese diplomacy, with credible proposals that place Senegal on the world map.
The two-state solution for Israel and Palestine is a Senegalese classic, whose reaffirmation at the United Nations General Assembly demonstrates strong political leadership that establishes our role of monitoring and anticipating major crises. We defend the principles of justice regardless of the side. We value the dignity of states and, in this case, the Palestinian people. We value this even though we have friendly relations with Israel. The fact that we host an Israeli embassy on our territory and that we are at the forefront of the two-state solution remains the generous hallmark of our country. We speak to everyone so that peace reigns in the world!
We expect the UN to make additional efforts on this point, to deploy itself more quickly, and to gain legitimacy by agreeing to reform itself, to better embrace the realities of a modern world in full transformation. The request for a better place for Africa on the Security Council is not a simple diplomatic coquetry. It raises the question of the dignity of an entire continent where mature and united peoples gather who can no longer accommodate supposedly universal rules in the development of which they did not participate. Effective and fair equality must trace the path of an effective and pragmatic UN, one that willingly sheds the desires of the destabilized world of the end of the Second World War. Today's world mocks yesterday's victors. It integrates them as important actors, but with respect for the evolution of peoples and States. Africa is not begging for undeserved positions. It is working to carve out its place, overcoming colonial injustices and demanding a redistribution of the cards.
We work for an open democracy. We advocate the method of collective security that multilateralizes solutions and abhors solitary escapes. Our world must remember its self-generated tragedies, restore human dignity without discrimination, and project itself toward a future that guarantees intergenerational solidarity. This option cannot do anything but address the extremism that invades us, carrying the seeds of an anxiety-inducing world.

It is not a simple mimicry movement. It is part of the multilateral agenda with the ambition of arriving at global solutions that protect us and propel us towards the desired sustainability. Climate emergencies are not imported agendas. They affect us even in our daily lives, largely burdened by uncertainties and environmental fragilities. We must tackle them head on, so as not to be caught red-handed in our irresponsibility towards future generations.

Beyond the various international conventions that we are implementing in this area, New York was the place where we reaffirmed our joint initiative with Spain, with the establishment of IDRA, and in close collaboration with strategic partners facing the same challenges. Senegal echoes the world exposed to desertification and intends to rally our African partner countries to this cause.
By invoking the Loss and Damage Fund in New York, our goal is to help this excellent initiative take off and support us in addressing natural hazards for which we are not voluntarily responsible. This active solidarity sends a strong signal for climate emergencies of all kinds. Our coasts and beaches are shrinking, more often than not, with no hope of recovery. Global warming imposes its violence and acuity on us and condemns us to human tragedies every time we encounter the forces of nature.
Our country must be ready to protect its fauna, flora, and biodiversity. We must be pragmatic about coastal erosion and find rapid ways to manage our waste. This commitment has earned us the trust of the international community. Our country will organize, in 2027, the first World Congress on Marine Protected Areas (IMPAC6). This will be the first time that an African country has hosted an event of this magnitude in this sector of activity. Such trust must be earned. And it is our duty to project ourselves as a benchmark country, notably by accelerating the ratification of the High Seas Treaty (BBNJ). This is a minimal commitment to the ambition we have for environmental diplomacy.
Naturally, we remain aware of the challenges of addressing the interests of our communities that depend on natural resources. We will need to find a balance between exploitation and conservation, between modern economic demands and the responsibility of leaving a better world for our children.

It shines and brings us back to our vision and our priorities. If Rwanda is cited as an example, it is partly thanks to its sense of anticipation and its methodical approach. Irembo has been able to crystallize the high ambition of an African country around digital technology and to bridge an imaginary gap with the rest of the world that our intellectual capacities cannot tolerate. Irembo is also a State that sheds some of its public power prerogatives to make space for its private sector. Our country has understood the challenges of digital technology. And our New Technology Deal is a reflection of Rwanda's success. Our approach is well-designed, well-defined, and well-assumed. It relies on our proven talents, stripped of any cognitive bias inherited from a very inglorious recent past.
If there's one area where we're going to excel, it's the digitalization of our society, which requires only brilliant minds to serve our collective genius. Neither mimicry nor seclusion. But valued know-how that takes on the world, to challenge the best.
If there's one area where our demographic dividend must operate optimally, it's in our country's digital leap. Our youth are an asset, a proven digital force with above-average room for improvement. Our youth, in number and quality, will be decisive in positioning us among the best. And our youth have our support. Our youth will not only be the beneficiary of our digital policy; they will be its main partner. Our conscience commands us to go beyond technological determinism, which would sound like an inevitability. In the same way, our ambition dictates that we extricate ourselves from the intellectual margins where we seem to be confined, for the triumph of others.
Irembo, like Diamniadio, driving forces of the African digital revolution, will free us and serve us a better digital version of ourselves.

From the African Burial Ground monument in New York to Kitui in Kenya to celebrate Martyrs' Day, from the presentation of the White Paper on the Thiaroye massacre in Dakar to the Genocide Memorial in Kigali, our consciences are strongly challenged on our humanity or our inhumanity, on our capacity to live together and our desire to project ourselves towards a bright future.
In these places, Black men are celebrated, machine-gunned, martyred, dehumanized, brain-dead, unpinned, dishonored, and bludgeoned. Our clear desire for a post-modernism that would be of good quality, will not be able to deracialize us to the point of forgetting our dead and our heroes. Whether this annoys or revolts, our responsibility is to hold high the torch of the Black man, so that our historical conscience eradicates from the planet any desire for relapse.
It helps us cope with denial. It requires us to commemorate so as not to forget. Kitui takes us back to the long march toward the recovery of African dignity, to times when those celebrated today spoke to each other and exchanged views on our access to international sovereignty. African Burial Ground is a painful reminder of our Black odyssey, which has scattered us to the four corners of the world, without the slightest regard for our desacralized humanity. Kigali, with its memorial, reminds us of the human cruelty that can germinate in each of us when the demons of division are not annihilated in the conduct of our lives. But Kigali is, above all, an ode to forgiveness and repentance. It is the ability to transcend oneself so as not to seek revenge. It is the absolute requirement to rise above that rehumanizes us in our infinite quest for well-being.

The Invest in Senegal Forum we just organized is a perfect illustration of this. Our country has solid assets. It attracts and must continue to attract investments that are useful for improving our living conditions. The Rwanda Development Board, the Rwandan equivalent of APIX, is performing well. It provides this friendly country with international visibility inversely proportional to its size and demographic consistency. This is the model we share, and sharing experiences will help optimize it. Senegal is a country open to the world and one that embraces sovereignty beyond the narrow vision of economic withdrawal. We will not be accused of this.
Economic cooperation between countries of the South, of roughly equivalent economic caliber, is always tinged with a hint of complementary competition. Friends must share market shares in a fraternal manner and while preserving the vital interests of each country.
Our two countries understand the stakes and are looking forward to one of the world's greatest youth sporting celebrations, which will be held in Senegal, through the YOG. Dakar will host. And it is Africa that will celebrate, or vice versa. Rwanda's sporting hallmark is found in a strong marketing offensive that exaggerates the country's image. We are not left behind. We are even pioneers. Our two Arenas are twin sisters. The organization of a world cycling competition in Kigali mirrors the world youth meetings in Senegal. Same ambition, same modus operandi, same vision, in a fraternal framework that lifts Africa to the top.
Our sports diplomacy will continue to grow, combining best practices from around the world. We will triumph through sport. We will attract investors through sport. We will be a land of sport serving our youth and the influence of our country. Kenya has understood this so well that it has put the YOG in Senegal in perspective for its upcoming AFCON, invoking exchanges of experiences, including in the preparation of athletes and footballers.

It is deployed through talent, through social issues, and through the economy with its vast capacity for investment. For all these reasons, we attach paramount importance to it in the National Transformation Agenda. Wherever you are, whatever you do, get closer to our country! Present your projects! Propose! Argue and repatriate all the benefits that inspire you to your host countries.
You attach real importance to the deployment of the public justice system in Senegal. We reassure you of our intentions and our way of seeing things. We will not obstruct justice. We will not issue orders. We will allow it to work with dignity and principles. This is the condition for fair justice. And this is our credo.
We do not lead a political party. We do not lead a portion of the Senegalese people, much less a portion of the territory. We exercise our prerogatives in their fullness without bias, without discrimination, without blinkers, and without any other injunctions than the republican prescriptions linked to our function as President of the Republic. Wherever they are, the Senegalese people can count on our protection and our benevolence. We are the President of all and for the well-being of all!
We have inherited a fractured country. So fractured that we are losing the moral values that have long held our young nation together. Realizing this is an exercise in lucidity that should lead neither to forgetting nor to victor's justice. We ourselves have been victims of blatant injustices. We have suffered. We have endured. We have forgiven. Because the essence of our people enjoins us to take the necessary heights to lower our egos. Senegal is so high up that our resentments and grudges should not be able to reach it.
You value Senegal's prestige. The Kenyan example, which has attracted the headquarters of several United Nations agencies, inspires you. Please know that we understand your point. Our discussions with the United Nations system are well advanced. We will soon finalize them, leading to a solution that is accommodating to all parties, while ensuring Senegal's influence through its universal Teranga.
After expats, it's time for reunions. If conditions allow, return home so that we can continue building our beautiful nation together. Goodbye and see you soon!

Mr Diouf you seem to have problem with Sonko's international missions and his shining abroad - I am quoting you below as an evidence of my remark: " Qui de mieux que le premier diplomate du pays, le Prรฉsident de la Rรฉpublique Bassirou Diomaye Faye, pour donner le souffle !"
Sonko's successful diplomatic tours in China, Turkey, the Middle East and recent visit to the diaspora in Italie and Europe by in large - that success has made some envies and jealous. This Abdourahmane Diouf is certainly one of them. Sonko dou sa moroom yow aak djomayy yeup. Take it easy young ambitious man. It is about rehabilitating Senegal.
