Professeur Moussa Baldé : l’itinéraire d’un intellectuel engagé au service du Sénégal

In the Senegalese academic and political landscape, few figures embody the alliance between knowledge and public action with such consistency as Professor Moussa Baldé. A high-ranking academic, renowned researcher, and committed political actor, his career illustrates the possibility of a fruitful dialogue between scientific rigor and political responsibility.

A full professor of mathematics at Cheikh Anta Diop University of Dakar (UCAD), Moussa Baldé belongs to a generation of Senegalese academics who have achieved the highest level of academic excellence while also contributing to the country's development. A recognized specialist in his field, he has built a solid scientific career, marked by research, teaching, and international cooperation. Before attaining the rank of full professor in 2018, he served as a lecturer for a decade, contributing to the training of several generations of students and researchers.

His scientific commitment was also demonstrated through his participation in several international research programs. He was notably associated with the prestigious International Centre for Theoretical Physics (ICTP) and played an active role in structuring scientific projects such as the NLAGA (Nonlinear Analysis, Geometry and Applications) program. These initiatives contributed to strengthening Senegal's position within African and international mathematical research networks.

But Moussa Baldé did not limit himself to a brilliant academic career. Convinced that knowledge must also serve social and economic transformation, he gradually became involved in public policy. His political engagement is within the Alliance for the Republic (APR), the party founded by former president Macky Sall. Within this political organization, he quickly established himself as one of the most respected voices in the academic world.

Since 2014, he has been president of the Kolda Departmental Council, a position from which he has worked for the territorial development of this region in southern Senegal. In a territory often facing significant structural challenges, he has spearheaded several initiatives aimed at improving infrastructure, supporting education, and strengthening local agricultural policies.

His experience and competence led to his appointment to high-level government positions. Between 2019 and 2022, Moussa Baldé held the strategic post of Minister of Agriculture and Rural Development. In this role, he contributed to policies aimed at strengthening Senegal's food sovereignty and modernizing the agricultural sector, a key pillar of the national economy.

Subsequently, he was appointed Minister of Higher Education, Research and Innovation, and then briefly Minister of National Education, Higher Education, Research and Innovation in 2024. These responsibilities reflected a logical recognition of his academic expertise and his deep knowledge of the Senegalese university system.

Beyond the positions he has held, Moussa Baldé's career is distinguished by a rare consistency: that of an intellectual who has never abandoned his academic roots while fully embracing his political responsibilities. In a context where the relationship between science, public policy, and development is becoming increasingly crucial, his profile embodies a form of republican elite founded on competence and commitment.

Even today, his career remains a source of inspiration for many young Senegalese researchers and professionals. It demonstrates that it is possible to reconcile academic excellence, political responsibility, and service to the nation.

Thus, through his journey, Professor Moussa Baldé reminds us of an obvious truth that is too often forgotten: the sustainable development of a country also depends on the ability of its intellectuals to engage in the conduct of public affairs.
