Addressed to the Honorable Thierno Alassane Sall

Member of the National Assembly

Subject: Citizen inquiry regarding recent socio-economic developments

Honourable Member of Parliament,

As a Senegalese citizen deeply committed to truth, transparency and public responsibility, I take the liberty of addressing this citizen appeal to you, following your recent criticisms regarding the actions of the government led by His Excellency Mr. Bassirou Diomaye Faye, President of the Republic, and his Prime Minister, Mr. Ousmane Sonko.

These criticisms, coming from a former minister and current member of parliament, call, in my opinion, for clarifications based on objective and verifiable facts, especially since you yourself have held high responsibilities within the State, particularly in the strategic sector of Energy.

In this regard, I would like to gather your assessment of the following socio-economic advances, recently recorded to the direct benefit of the Senegalese population:

Regarding the evolution of the cost of living and purchasing power:

• Are you unaware that the price of a baguette has dropped from 175 CFA francs in January 2024 to 150 CFA francs in December 2025, a decrease of 14.22%? What do you think of this?

• Are you unaware that the price of a bag of ordinary rice has dropped from 22,000 CFA francs to 15,500 CFA francs, a decrease of 25.56%? What do you think of this?

• Are you unaware that the price of a 20-liter can of oil has dropped from 19,000 CFA francs to 15,500 CFA francs, a decrease of 18.42%? What do you think of this?

• Are you unaware that the price of a bag of flour has dropped from 19,325 CFA francs to 15,050 CFA francs, a decrease of 22.40%? What do you think of this?

• Are you unaware that the price of a bag of onions has dropped from 14,500 CFA francs to 10,000 CFA francs, a decrease of 31.03%? What do you think of this?

• Are you unaware that the price of a bag of potatoes has dropped from 14,500 CFA francs to 10,500 CFA francs, a decrease of 27.59%? What do you think of this?

• Are you unaware that the price of a bag of cement has dropped from 73,000 CFA francs to 68,500 CFA francs, a decrease of 6.16%? What do you think of this?

• Are you unaware that the price of a liter of gasoline has dropped from 990 CFA francs to 920 CFA francs, a decrease of 7.07%? What do you think of this?

• Are you unaware that the price of a liter of diesel has dropped from 755 CFA francs to 680 CFA francs, a decrease of 9.93%? What do you think of this?

• Are you unaware that the price of a 9kg butane gas cylinder has dropped from 4,500 CFA francs to 4,285 CFA francs, a decrease of 4.78%? What do you think of this?

• Are you unaware that the price of sugar has fallen from 32,000 CFA francs to 28,500 CFA francs, a decrease of 10.94%? What do you think of this?

• Are you not aware that a temporary reduction in the price of electricity has been applied for the benefit of consumers, pending a more lasting structural reduction, already announced and being prepared by the relevant state services?

What do you think?

• Are you not aware that the entire debt accumulated between 2021 and 2023 to the detriment of the agricultural sector has been fully cleared by the current government, thus putting an end to years of arrears penalizing producers?

• Are you also not aware that no debt related to the 2024 and 2025 agricultural campaigns remains unpaid to date, reflecting a clear break with previous practices?

What do you think?

If, on the other hand, you consider these reductions to be truly insignificant, are you prepared to call on all those who support your approach, as well as yourself, to voluntarily continue to pay the old prices before the reductions?

This would amount to essentially returning to the seller, free of charge, the difference between the old price and the new price.

So, when you buy a bag of ordinary rice today, sold for 15,500 CFA francs, would you be willing to voluntarily pay an additional 6,500 CFA francs as a donation, in order to demonstrate that the decrease is, in your opinion, insignificant and that, for consistency, you continue to pay the old prices?

  1. Regarding the concrete impact of the drop in diesel prices:

For a trip from Dakar to Touba, a truck consumes an average of 100 liters of diesel. The price reduction therefore represents a saving of approximately 7,500 CFA francs per trip for the truck driver. Do you really think this saving is negligible for transporters and, consequently, for the cost structure of transporting goods and essential commodities?

  1. On budget transparency and public debt:

You are no doubt aware that the International Monetary Fund (IMF) has publicly and officially acknowledged the existence of an undeclared debt estimated at approximately 4.2 trillion CFA francs, inherited from the previous administration. This revelation raises major issues of transparency, governance, and budgetary accuracy. As a former minister who served at the heart of the state apparatus, what degree of political responsibility do you assume regarding this hidden debt?

  1. On industrial recovery and employment: the case of SONACOS

It is important to highlight the efforts undertaken to revive SONACOS, a strategic company for the national economy and the peanut sector. Within this framework, 2,300 direct jobs have been secured, thus offering concrete employment and income prospects to Senegalese families.

  1. On agricultural performance and the peanut sector:

A record peanut harvest was recorded this year, with over one million tons produced. This performance represents a major boost to producers' incomes, food security, and the local processing industry.

  1. Regarding social progress for civil servants:

A few days ago, the President of the Republic issued a decree extending housing allowances to all public sector workers, thereby improving their living conditions and enhancing the value of public work.

  1. Regarding transparency and links with the private sector:

I also invite you to publicly clarify the exact nature of your ties with the company.

Why doesn't your commitment to transparency extend to this issue?

Or do you choose the issues in your political battle, establishing a double standard?

Honourable Member of Parliament, Senegalese democracy cannot benefit from an opposition based on systematic denigration. It is strengthened by an opposition that is demanding, honest, rigorous, and intellectually coherent.

The Senegalese people have the right to know whether your criticisms are based on an objective analysis of the facts or on a refusal to recognize any progress as long as it comes from a political power that you oppose.

I therefore respectfully invite you to respond publicly, clearly, with reasoned arguments and responsibility, to these legitimate questions, in order to enlighten our fellow citizens.

Please accept, Honourable Member of Parliament, the expression of my republican consideration.

    Monsieur le Pastéfien, n'êtes vous pas au courant qu'au moment où le pays est au 4ème sous sol, Diomaye et Sonko ont des fonds politiques cumulés de 20 millions par mois ? Fonds qu'ils peuvent utiliser à leur guise sans aucune justification. Croyez vous que c'est ça la rupture promise ? Donc, arrêtez cette manipulation qui ne passera pas.
