Following the discovery of an unreported debt estimated at $7 billion, the government of Bassirou Diomaye Faye is working to restore the country's fiscal credibility and obtain approval for a new agreement with the IMF, seen as a strong signal of confidence for investors and technical partners.
The Senegalese authorities are advocating a hybrid financing strategy based on increased mobilization of domestic resources, improved fiscal discipline, and the future valuation of hydrocarbon revenues. The goal is to reduce the budget deficit to 3% by 2027 while preserving the necessary margins for social and productive reforms.
Beyond the technical discussions, this international meeting represents a political test for the new government. Dakar is seeking to prove that it can reconcile rigor, transparency, and economic sovereignty, in a context where the country's financial stability determines its role as a regional powerhouse.
