Chaired by Senegalese President Bassirou Diomaye Faye, the Dakar International Forum opened this Monday at the Abdou Diouf International Conference Center in Diamniadio (CICAD). Libération reports that for the first time since the Forum's creation in 2013, France, despite being a "historical and financial partner alongside Japan," has significantly withdrawn from this 10th edition. It is no longer "at the heart of the summit," and, notably for this edition "marked by 'maturity'," its financial contribution is absent.
Conversely, the same source indicates that Japan is confirming its key role. As usual, it "maintains its dynamism and partnership by financing two-thirds of the budget," thus ensuring the event's stability.
This French disengagement comes in the context of a regional crisis. According to a source quoted by Libération, "France's diplomatic situation in the Sahel, with the closure of some of its military bases in Mali, Burkina Faso, Niger and Senegal," justifies this strategic "retreat" by the former colonial power.
Despite this obvious withdrawal, the organizers are adopting a more nuanced discourse, officially stating that "France is truly participating in the Forum", even though the facts, particularly on the financial and political fronts, say the opposite.
