In an interview with L'Observateur, geopolitics professor Régis Hounkpe analyzes Macky Sall's ambition for the UN Secretary-Generalship. For him, the success of this quest rests on one non-negotiable pillar: the unwavering support of Dakar. Even so, he notes that it is virtually impossible to make one's mark on the history of the United Nations without being "supported and accompanied from the beginning to the end of the process by one's own country."
When asked about the criteria that truly determine the election to head the organization, he points out that leading the UN is an "incredibly perilous and humanly fascinating undertaking." While the primary criterion remains "competence, experience, and diplomatic stature," the expert emphasizes that "one does not apply to the UN to bear witness, but to make history."
However, this stature alone is not enough. The former president will absolutely need the support of Senegal's diplomatic apparatus and, more specifically, the influence of President Bassirou Diomaye Faye and Prime Minister Ousmane Sonko. Without this impetus from the highest levels of government, the candidacy will lack the essential legitimate foundation needed to convince the rest of the world.
At this stage, no official announcement has been made by Senegal. According to Régis Hounkpe, this reticence likely reflects a phase of discussions and negotiations aimed at testing the project's strength and diplomatic viability.
National sponsorship is in reality the first link in a much larger chain: consolidation of internal consensus, continental mobilization through ECOWAS and the African Union, then decisive negotiations with the permanent members of the Security Council, whose veto power remains a determining lever in international power relations.
Certainly, Macky Sall has some serious advantages: a recognized commitment to climate, security, and economic issues, coupled with an impressive international network. However, the source speaking to the Groupe Futurs Médias newspaper warns that the final decision will depend less on the candidate's phone contacts than on overall strategic interests.
While Dakar's support is considered "essential and indispensable," it is not "sufficient." The final battle will be fought in the lobbying arena by major powers and against formidable competitors, such as Michelle Bachelet, former president of Chile (2006-2010, 2014-2018) and United Nations High Commissioner for Human Rights (2018-2022), whose international stature could carry significant weight, the analyst concludes.
