Sommet de Luanda : Repenser la relation Afrique‑Europe pour un partenariat équilibré
The Africa-Europe Summit, taking place in Luanda on November 24 and 25, 2025, brings together nearly 80 leaders to reflect on a partnership long perceived as unbalanced. Economist Magaye Gaye emphasizes that this summit "reinvigorates an obvious fact that many prefer to ignore: this relationship is still not producing the expected results," noting that the same obstacles have persisted for several years and that the real issues often remain overlooked.
The meeting addressed a range of topics, from the security crises in the Sahel to the situation in Ukraine, as well as mobility, governance, and multilateralism. Several African leaders emphasized that "Europe has never treated Africa as a strategic partner," an observation made by an international economist who highlighted the lack of an industrial or technological approach tailored to Africa, despite its wealth of raw materials and the dynamism of its population.
Economic obstacles remain a major issue. Non-tariff barriers, disproportionate sanitary and phytosanitary standards, and European export credits continue to limit the competitiveness of African producers. Trade partnerships struggle to leverage the continent's natural and human resources.
As Magaye Gaye points out, "Africa does not need assistance. It needs technology transfers, industrial alliances, real access to markets, effective financing and honest partnership," highlighting the need to move from a relationship of dependence to cooperation based on equality and reciprocity.
Issues of sovereignty and economic justice are also central to the discussions. The former BOAD official notes that "no serious partnership can move forward without addressing sensitive issues. The restitution of frozen Libyan assets, the return of African cultural property held in Europe, genuine cooperation on misappropriated funds placed outside the continent, and the fair treatment of ill-gotten gains are essential issues," emphasizing the need to consider these topics not only as economic concerns, but also as matters of dignity.
In this context, several African leaders are advocating for a cooperation model based on local innovation, the transfer of know-how and the building of value chains on the continent.
Africa in 2025 is no longer content to depend on Europe as its sole partner. Alternatives are multiplying with Asia, the Gulf, and Latin America, and the continent is now demanding justice, equity, and consistency in its international relations.
