Senegal has just been classified as risk category 7 by the Organisation for Economic Co-operation and Development (OECD), the highest level for export credits. For Professor Amath Ndiaye of FASEG-UCAD, this decision is a warning sign: "International financial partners now consider the country's sovereign risk to have increased significantly."
Access to financing compromised
The professor explains that this classification directly impacts export credits, which are essential for infrastructure and energy. These guaranteed loans normally allow access to low interest rates. However, according to him, "classification in category 7 means that the Senegalese state and its public entities may encounter greater difficulties in accessing these secure loans."
Several factors combined justify this deterioration: the rapid increase in debt, the burden of debt servicing on tax revenues, and market distrust. Professor Ndiaye also points to "budgetary uncertainties and social tensions that reinforce investor caution, pending a stabilized macroeconomic framework."
The analysis highlights a divergence from other economies in the sub-region. While Morocco (category 3) and Côte d'Ivoire (category 5) maintain more favorable positions, Senegal finds itself in a critical situation.
In conclusion, Professor Amath Ndiaye warns that this ranking "reflects a weakening of international financial credibility." He emphasizes that "the reduction of fiscal space combined with the gradual drying up of commercial credit is increasingly jeopardizing the capacity for public investment." Without a rapid restoration of confidence, this constraint risks permanently hindering the country's economic development.
