For the first time, Senegal is included in the World Bank's Business Ready 2025 report, a new international benchmark for assessing the regulatory and institutional framework of economies. The country ranks 8th out of 27 African states evaluated, a remarkable entry that marks formal recognition of the reforms undertaken in recent years regarding the business climate. According to APIX, this performance reflects a measurable improvement in the economic environment within a regional context marked by significant disparities.
This result is part of the National Agenda for Economic and Social Transformation, which aims to reshape the relationship between the state and the private sector. The authorities highlight progress related to the simplification of administrative procedures, regulatory transparency, and greater predictability of the rules applicable to businesses. In this official interpretation, the ranking reflects a deliberate shift towards a more efficient and equitable administration, capable of reducing the indirect costs borne by investors.
The Business Ready report, which succeeds Doing Business, is based on a thoroughly revised methodology. The assessment is no longer limited to the mere existence of legislation, but also incorporates its actual implementation and its concrete impact on economic actors. The data used for the 2025 edition was collected between September 2023 and December 2024, through surveys of businesses, practitioners, and government agencies. This approach aims to better capture the gaps between announced reforms and observed practices on the ground.
Senegal's ranking comes at a time of political transition, giving it particular significance. The authorities interpret it as an indicator of institutional resilience and continuity of public policies, regardless of changes in government. This interpretation suggests that certain structural reforms have reached a sufficient level of consolidation to produce measurable effects, even during a period of political restructuring.
However, this ranking remains a milestone rather than an end in itself. Apix indicates that new targeted reforms have already been identified to consolidate achievements and improve the country's performance in the 2026 and 2027 editions. Maintaining, or even improving, this ranking will depend on the ability to translate regulatory commitments into tangible gains for businesses, particularly in terms of processing times, legal certainty, and administrative costs. The challenge now lies in transforming this international recognition into a sustainable driver of investment and growth.
