De HEC et Wall Street au ministère de l'Économie: Qui est Bassirou Sarr, le nouveau visage du Budget ?
At the crossroads of senior public administration, academic research, and international finance, Mr. Bassirou Sarr has just been appointed Minister Delegate to the Minister of Economy, Finance, and Planning, in charge of the Budget. An economist and mathematician by training, this renowned expert embodies the analytical rigor applied to the executive branch's transformative reforms. From New York to his role as Chief of Staff at the Ministry of Finance, his elite profile positions him as a strategic asset for guiding fiscal sustainability and the structural transformation of the Senegalese economy.
Academic excellence forged on the international stage
Bassirou Sarr's career is built on a first-rate academic foundation, where the hard sciences meet public policy analysis. He holds an International Baccalaureate from the United World College in the United States, where he represented Senegal as a scholarship recipient. He continued his higher education across the Atlantic, earning a bachelor's degree in mathematics from Carleton College. His studies culminated in France with a prestigious master's degree in Economic Analysis and Policy (APE), jointly awarded by the Paris School of Economics and the School for Advanced Studies in the Social Sciences (EHESS) in Paris.
His dual expertise as a mathematician and economist naturally led him to high-level research. He distinguished himself as a visiting researcher at the Office of Tax Policy Research at the University of Michigan, while also actively collaborating with the Directorate General of Taxes and State Property (DGID) of Senegal. Author and co-author of several publications on tax policy, public governance, and the efficiency of tax administrations, he enjoys a solid reputation for his rigorous analysis and his strict adherence to the principles of good governance.
From Wall Street to ministerial offices
Before dedicating his skills to the Senegalese government, Bassirou Sarr honed his expertise in the heart of global financial hubs. In New York, he worked in the international financial sector as an advisor to financial institutions and public entities. His responsibilities there encompassed fixed-income securities management, risk assessment, and credit and capital market analysis. This international experience was further demonstrated by his participation in the work of the Transition Committee tasked with establishing the Loss and Damage Fund, created during the international negotiations leading to COP28. In this capacity, he actively contributed to the overall discussion on innovative financial mechanisms designed to support the most vulnerable countries facing the effects of climate change.
His deep roots in Senegal's economic and financial administration were solidified when he successively held the strategic positions of Technical Advisor and then Chief of Staff to the Minister of Finance and Budget. In these various leadership roles, he played a leading part in the design, coordination, and monitoring of major economic and financial reforms. His work directly contributed to strengthening public finance governance, modernizing public action, improving domestic resource mobilization, and implementing the State's economic priorities.
His expertise also extends to structuring and negotiating multi-sectoral reforms affecting areas as diverse as energy, the digital economy, health, and social protection. He has also led complex issues of natural resource governance, particularly in the crucial context of developing Senegal's oil and gas projects, while working towards budgetary transparency, an attractive national financial environment, and the efficiency of public spending.
A reformer's roadmap for the Budget
Thanks to his in-depth knowledge of governance mechanisms and the challenges related to development financing, the new deputy minister has established himself as a key player in strengthening the resilience of the national economy. He has also collaborated with several international partners on tax reform and public administration modernization projects across the African continent.
In his new ministerial role, Bassirou Sarr's roadmap is clear and ambitious. He intends to use his expertise to strengthen the sustainability of public finances, continuously improve the efficiency of public spending, and maximize state revenue. His mission will also focus on the sustainable financing of the country's development priorities and the technological and managerial modernization of financial administrations.
