"Diaspora Bonds" : L'Etat lance son emprunt obligataire par Appel public à l’épargne pour lever 300 milliards FCFA
The Minister of Finance and Budget officially launched the 300 billion CFA franc Public Savings Bond Issue this Thursday. The subscription period will run from September 22 to October 10, 2025.
According to Cheikh Diba, this is an operation whose objective is “to diversify the State's sources of financing and to mobilize, beyond international partners, national savings as well as the active and decisive contribution of our diaspora”.
The Minister indicated that the resources mobilized through this third APE of the year will be used to finance strategic projects of the Senegal 2050 Agenda, in essential areas such as education, health, renewable energy, agriculture, logistics infrastructure, etc.
Also called "Diaspora Bonds," this third bond issue of the year "innovates with a component specifically dedicated to the diaspora," the minister added. "It offers our compatriots abroad the opportunity to contribute directly, securely and profitably, to national development," Cheikh Diba said during the ceremony held at the Ministry of Finance.
Beyond its patriotic significance, this operation also reflects, according to the State Treasurer, "Senegal's credibility in the financial markets and the renewed confidence of national and international investors." For him, this is in no way just another operation. But, an operation that is part of the vision of establishing the country's economic sovereignty on endogenous, sustainable, and dynamic foundations.
“What we are proposing to you today is a pact of trust. A long-term partnership pact, to build together a modern, prosperous, and inclusive Senegal. The APE we are launching today goes beyond a simple financing operation. It is the symbol of a Senegal that is reinventing itself, investing in its youth, and charting the course for a clear and ambitious future,” he said.

À moins que tout ce tapage soit une opération de communication pour rappeler à la diaspora que ça existe sur le marché dans le but de capter une épargne additionnelle. Sinon rien de nouveau sous le soleil.
