Relance économique : Madana Kane plaide pour une alternative crédible avec le « PARE »
Faced with persistent economic difficulties, Senegal can no longer be satisfied with repeated diagnoses without operational solutions. A guest on the program "Le Jury du Dimanche" on December 21, 2025, Mouhamadou Madana Kane, former Director General of the Islamic Bank of Senegal, defended the Accelerated Economic Recovery Program (PARE), which he presents as a realistic alternative to the current government plan.
For Madana Kane, the national economic recovery must no longer be hampered by theoretical approaches, but must be based on concrete levers. "An economy doesn't recover through slogans, but through production, consumption, and financing," he stated on the program. He identified weak national production and the erosion of purchasing power as the two major obstacles to the country's growth.
SME financing at the heart of the strategy
The diagnosis offered by the PARE project's promoter is unequivocal: Senegal's economy suffers from a resource deficit. According to him, Small and Medium Enterprises (SMEs) desperately lack financing tailored to their specific needs. "If you don't finance those who produce, you create neither wealth nor jobs," he emphasized. To address this, his program focuses on three strategic pillars: agribusiness, local processing, and strengthened support for national businesses.
An inclusive and non-technocratic approach
Madana Kane was keen to clarify that "this document was not developed in isolation." To avoid the pitfall of a purely technocratic approach, he indicated that he had involved academics, renowned economists, and political figures in the process. "We wanted a program that was understandable, open to discussion, and improvable," he explained, emphasizing the commitment to transparency behind this initiative.
Without positioning himself as a systematic opponent of the current regime, the banking expert adopts a stance he describes as critical but constructive. For him, the national economic debate must become open, pluralistic, and, above all, results-oriented. "The urgent issue is the impact on the lives of Senegalese people," he concluded.
