Senegal has reached a major milestone in managing its public debt by announcing the alignment of its national data with that of the International Monetary Fund (IMF). This breakthrough was confirmed by Alioune Diouf, Director of Public Debt at the Directorate General of Public Accounting and the Treasury (DGCPT), in an interview with Reuters on April 21, 2026, in New York.
According to Mr. Diouf, in-depth audits covering the period 2019-2024 have shown that Senegalese public debt statistics are now in perfect agreement with IMF figures. This crucial step marks the end of technical discrepancies that emerged in 2024 and establishes a solid, unified database.
He also provided clarifications on the use of new financial instruments, notably the Total Return Swap (TRS) operations introduced in 2025. These active debt management tools, integrated into regional market issuances, are mechanisms that optimize financing costs while limiting market risks, without exposing the state to unexpected margin calls.
The DGCPT also announced a significant strengthening of its accountability framework. Since April 2026, quarterly budget reports and the debt statistical bulletin have been regularly published, in line with the most demanding data dissemination standards.
Furthermore, Alioune Diouf emphasized that the conversion of bank loans into public securities (through auctions of Treasury bills or bonds) is confirmed. This is a strategy for regularizing liabilities identified during the audits, and not a case of payment arrears.
Regarding the relationship with the IMF, the Public Debt Director indicated that discussions are actively continuing with the aim of establishing a support program, based on a now shared and reconciled diagnostic. Through these reforms, the DGCPT reaffirms its commitment to consolidating the state's financial credibility, which rests on a policy of rigorous transparency and the constant modernization of financing instruments.
