Investing between two shores: the gamble of the Senegalese diaspora

Bilateral agreements between France and African countries present a promising yet challenging horizon for those from Europe who choose to invest in their native land. They offer a framework of opportunities, combining loans, grants, and technical support, such as the Choose Africa program orchestrated by the French Development Agency, Proparco, and Bpifrance. In Senegal, collaboration with local institutions such as the DER transforms these abstract instruments into tangible bridges, where experience gained in European companies meets intimate knowledge of the African landscape.

Franco-African tax treaties add welcome security, avoiding double taxation and facilitating the flow of capital. They pave the way for diverse projects, from hospitality to tourism, from agriculture to innovative technologies. But behind these reassuring arrangements lies a harsher reality. The slowness of local procedures, the complexity of administrative procedures, and the multiple demands of different stakeholders are a reminder that every investment is a journey fraught with obstacles. Despite international support, hotels in Saly or aquaculture farms in Mbour sometimes encounter these bureaucratic labyrinths.

Thus, bilateral cooperation appears as a beacon in the sea of investment, offering light and direction while revealing the need for patience and adaptation. Navigating between the opportunities offered by international agreements and the concrete realities of Senegalese daily life requires prudence, boldness, and finesse. Each diaspora project thus becomes a subtle balance between hope, ambition, and tangible constraints—a true art of investment between two shores.
