Investisseurs marocains : l’opération "séduction" de Sonko
Ousmane Sonko and his Moroccan counterpart, Aziz Akhannouch, launched the Senegalese-Moroccan economic forum on Tuesday. The Senegalese Prime Minister addressed a message to the private sector of both countries, beginning by discussing the political changes that occurred in 2024, which have triggered transformations in the country.
"This is not just a change of people, it is a change of paradigm, of design. Here, certainly, in this room, are Moroccan companies that have had to know the Senegal of the past, that have certainly had to initiate investments, they know the Senegal of today," he indicated.
And to those among them who may have faced difficulties related to the transition phase, particularly the review of a number of things by the new authorities, he wanted to reassure them: "We will ensure that this transition is successful, trying as much as possible to manage the interests of each party. But what I would like to tell you is that, for once, Senegal has established a framework."
Ousmane Sonko assured investors that the new regime has developed a vision that clearly outlines the path the country will take. "Senegal is developing a vision, clear and ambitious policies. And only on this basis will it seek partners, among whom we believe Moroccan investors could be privileged partners, in all sectors," he added.
The Prime Minister emphasizes that the country has also defined its priorities with key sectors that will drive the country's structural transformation. Among these are agribusiness and agro-industry, "centered around agro-industrial parks, agricultural production, and processing." He adds that special economic zones, with specific regimes designed to "attract investment, stabilize it, and leverage it for development," are also key priorities.
Regarding port, airport, road, and rail infrastructure, Ousmane Sonko promises an ambitious program supported by mining and steel hubs. He also invited investors to participate in social housing construction and energy projects. He stated that "no industrial or economic development is possible without energy, in sufficient quantity, quality, and at an affordable cost." He added that Senegal possesses the necessary assets to achieve this, given its gas, oil, and renewable resources.
Ousmane Sonko thus invited Moroccan companies to participate in the implementation of this comprehensive vision for building Senegal's economic and social development. This cooperation will be cemented within a well-defined framework, with "a legal framework that will offer stability and security, in accordance with the best international standards of legal certainty, with regulated tax advantages based on projects and tax and customs sites, and everything else that goes along with promoting investment," he said.
Ousmane Sonko also expressed his hope that joint ventures would be established between private companies in both countries to create major sub-regional champions. "That's the message I wanted to deliver, a message of hope, a message of solidarity, that together we can achieve a great deal, based on objective assessments of economic potential, but also on the extremely strong ties that bind our two countries, which no longer need to be emphasized and which are an advantage compared to other relationships," he concluded.
