La fiabilité budgétaire comme ancrage de la crédibilité financière
The quality of budgetary data extends far beyond the accounting sphere. It shapes how a state is perceived by investors, multilateral institutions, and its own citizens. Consistent, comprehensive, and regularly published public accounts reduce uncertainty and facilitate market access. Conversely, unexplained discrepancies, poorly documented commitments, or delayed revisions erode confidence and often result in higher risk premiums.
Rating agencies explicitly incorporate the robustness of financial information systems into their sovereign risk assessments. Partially recorded debt, undisclosed implicit guarantees, or arrears accumulated outside of official documentation can drastically alter a country's rating. In several emerging economies in recent years, the disclosure of unrecorded liabilities has triggered an immediate increase in borrowing costs and a withdrawal of international investors.
However, the issue extends beyond the relationship with markets alone. Clear budgetary information structures the link between the state and the nation. It allows for an understanding of the origin of revenue, the destination of expenditures, and the coherence of the choices made. In contexts where tax revenue collection becomes central to financing public action, the credibility of official figures directly influences tax compliance and support for economic policies.
International standards have also been strengthened. The International Monetary Fund, through its Fiscal Transparency Code, now assesses the coverage of government operations, the management of budgetary risks, and the clarity of financial reports. Countries that improve the quality of their publications generally benefit from a more favorable perception, which can be reflected in less expensive financing conditions.
Statistical rigor thus becomes a fully-fledged economic policy tool. It influences interest rates, macroeconomic stability, and international reputation. In an environment where information circulates in real time and markets react instantaneously, the reliability of public accounts constitutes a strategic asset as crucial as growth or debt indicators.
