The revised 2026-2028 multi-year budget and economic programming document forecasts a significant increase in public spending, rising to 22,620.5 billion FCFA, representing a 14.4% increase compared to the June 2025 version. This development is accompanied by a parallel increase in revenue, estimated at 19,798.6 billion FCFA, reflecting a sustained effort in tax and financial mobilization and a desire to strengthen the State's economic autonomy.

Personnel costs, public investment, and debt servicing absorb the bulk of this funding, reflecting the priority given to economic stability and the continuity of public services. Emphasis is also placed on financing productive and social infrastructure, deemed essential to supporting growth and creating sustainable jobs.

The document highlights a strengthening of decentralization, with 286.78 billion FCFA allocated to local authorities to promote more balanced local development better suited to the needs of the population. This approach illustrates the government's commitment to integrating local areas into the national dynamic by aligning decisions and investments more closely with local realities.

Finally, the budget plan seeks to reconcile economic recovery and financial sustainability, by integrating strengthened monitoring and control instruments to ensure the efficiency of spending and transparency in the management of public funds.

This approach reflects an ambition for inclusive and structured growth, capable of strengthening both the country's competitiveness and the resilience of its economy to external shocks.
