Microfinance : 7,7 Milliards F CFA, un budget réduit de moitié

The 2026 draft budget for the Ministry of Microfinance and the Social and Solidarity Economy (MMESS) was reviewed and adopted this Thursday, November 13, 2025, by the Finance Committee. The budget reflects a process of streamlining and transition.

Payment appropriations (PA) for the 2026 financial year are set at 7,727,939,613 CFA francs, marking a reduction of 49.34% compared to the 15.25 billion CFA francs allocated in 2025.

Minister Alioune Dione explained this budget reduction by citing two technical and structural factors. The Microfinance Development Program (PLASEPRI) has reached its end and will not be renewed as a project unit in 2026. It will be replaced by a new, permanent mechanism financed by revolving resources from the fund already mobilized. The remaining balance of the IDB loan for the Islamic Microfinance Program in Senegal (PROMISE), estimated at 3.8 billion CFA francs, has not yet been included in the 2026 draft budget law but is expected to be disbursed during 2026.

Despite budget cuts, the 2026 budget focuses on consolidating and optimizing existing programs. Priorities are centered on sustainability and social impact.

Financial Inclusion: Strengthening the financial inclusion of women, youth and micro-entrepreneurs.

Structuring: Supporting the structuring of savings and credit cooperatives and mutuals.

Social and Solidarity Economy (SSE): Promoting SSE enterprises as levers for creating sustainable jobs.

Sustainability: To ensure the sustainability of public microfinance schemes through own resources and innovative partnerships.

The ministry also plans to strengthen the institutional framework of the social and solidarity economy by implementing the Law on the Social and Solidarity Economy, in order to facilitate access for community actors to public procurement and green financing mechanisms.

Minister Alioune Dione concluded that this rationalization does not reflect a decrease in ambition, but a desire to better direct resources towards more sustainable, more equitable mechanisms with a greater social impact.

    Un ministre nervis trop nul, l'un des plus nuls de notre histoire politique. Personne ne sait par quelle magie, ce type est devenu ministre. Il faut un remaniement le plus rapidement possible pour dégommer ces incapables.
