Plan de redressement : Pape Amadou Sarr, ex patron de la DER, alerte sur les limites des nouvelles taxes annoncées
Guest on the Grand Jury program this Sunday, August 31, 2025, Pape Amadou Sarr, former general delegate of the DER/FJ and current executive director at the French Development Agency, expressed his reservations about the new taxes envisaged by Senegal as part of its economic recovery plan, while the country negotiates a new program with the International Monetary Fund (IMF).
The government plans to increase taxes on sectors such as gambling, tobacco, electronic transfers, and land to quickly mobilize resources. While these measures may be effective in the short term, Pape Amadou Sarr warns of their long-term viability: "We can't squeeze the lemon indefinitely. These taxes will raise funds quickly, but they risk discouraging formalization." He points out that the increased tax burden, while legitimate, could have counterproductive effects: "Excessive pressure too quickly risks encouraging fraud, the expansion of the informal sector, or expatriation to countries with more lenient taxation."
To avoid these pitfalls, he advocates a gradual broadening of the tax base and better integration of the informal sector over five to six years, rather than a reduction of the budget deficit from 13% to 3% by 2027, a target he considers too ambitious and restrictive. Pape Amadou Sarr calls for a more gradual approach to reconcile the imperatives of budgetary recovery with the need to preserve economic momentum and avoid capital flight or disincentives to formalization.

Ah l'homme qui s'était grisé par son poste au point de manquer de respect les Chefs religieux. Son pote de Président Macky avait décidé de le limoger.
Moi je dirai l'homme qui a perverti l'emploi des jeunes avec des approches occidentales de start up qui n'ont aucun impact sur le chômage des jeunes.
Heureusement il a été recadré avec son fameux siège de plusieurs milliards à côté de IAM à Mermoz.
Très pertinent dans ses analyses. J’ai écouté l’émission le grand jury tout à l’heure mais c’etait un vrai régal quand il parlait finances publiques. Au moins avec l’ancien régime, y’avait de vrais cadres dans toutes les directions et ministères, contrairement aux 4000 cancres du pastef.
Celui qui aurait justifié les dépenses non justifiées de la DER/FJ par un prétendu financement de jeunes qui seraient morts dans les pirogues en partance pour l'émigration clandestine!
Il devrait faire parti de ceux qui doivent raser les murs!
