Olivier Boucal : « La compétitivité des entreprises se joue dans les territoires, pas seulement dans les textes »

In Dakar, during the 24th edition of the Economic Conference of the Senegalese Business Movement (MEDS), the Minister of Civil Service, Labor, and Public Service Reform, Olivier Boucal, affirmed that business competitiveness goes beyond administrative considerations. According to him, it relies on the effective territorialization of public policies and an endogenous economic model capable of strengthening the local productive fabric.

"Competitiveness is not decreed in texts; it is built in the regions," he declared, emphasizing the urgent need to bring the State closer to small and medium-sized enterprises (SMEs) to offer them appropriate support. This approach, according to the minister, would make it possible to transform private initiative into a real lever for growth.

Alongside Alioune Dione, Minister of Microfinance and the Social and Solidarity Economy, and Mamadou Lamine Dianté, President of the High Council for Social Dialogue, Olivier Boucal reaffirmed the government's commitment to simplifying approval procedures and easing the conditions for accessing economic activity. "These are not mere administrative details, but decisive levers for projecting the real contribution of businesses to national wealth," he insisted.

The MEDS conference, which has become an essential event on the national economic agenda over the years, this year focused on the strategic role of the private sector in the implementation of Senegal's development strategy for 2029, reports APS.

For Mbagnick Diop, president of MEDS, the challenge is clear: "We must compete not through imitation, but through excellence." He calls for increased mobilization of the private sector to meet the country's ambitions for inclusive and sustainable growth.

The 2025 edition of the MEDS economic conference also devotes significant space to the legal framework for local businesses, considered an essential pillar of national economic development, the same source reports.
