Palmarès des Marchés Publics 2023 : une Course entre acteurs locaux, chinois et français
The public procurement sector in Senegal recorded a considerable volume of business in 2023. According to data from the Public Procurement Regulatory Authority (ARCOP), the body that ensures good governance of public procurement, the total amount of registered contracts (excluding secrecy/defense and SAR/SENELEC fuel) reached 2,864 billion CFA francs.
The analysis of the distribution of this financial windfall reveals a robust participation of national companies, but also the attractiveness of the Senegalese market for foreign economic powers.
Senegalese companies have captured half of the total amount, representing a 50% share in value.
If we broaden the scope to include all actors in the sub-region, the share of community companies rises to 59%, confirming a strong participation of local actors in public procurement.
Simultaneously, the share of foreign companies saw a marked increase, reaching 41% of the total amount, compared to 35% in 2022. This increase reflects an opening up and diversification of the country's economic partners.
The ranking of foreign beneficiaries is dominated by two major powers: China and France.
Chinese companies rank second overall (behind Senegalese companies) with approximately 371 billion FCFA in contracts, representing 12.95% of the total market. French companies follow closely behind in third place, having won contracts worth 365 billion FCFA, or 12.74% of the total value.
One WAEMU member country stood out in particular: Mali. It secured 259 billion CFA francs, representing 9.04% of the total. This notable performance is primarily due to the awarding of several major strategic contracts, notably the construction of the universities of Matam and Tambacounda, as well as the acquisition of school and technical equipment. ARCOP notes that these contracts were awarded through restricted tenders or direct agreements, procedures that require particular vigilance.
Finally, Spain also received a significant share, with 7.75% of the allocated funds, amounting to 222 billion FCFA. The remaining nationalities combined accounted for the balance, at 7.64% (219 billion FCFA).
