PIP-2026-2028 : Comment l’Etat compte trouver et investir les 8947,2 milliards de FCFA
The Government of Senegal has unveiled its Public Investment Program (PIP) for the period 2026-2028. The total resources are projected at 8,947.2 billion CFA francs. 2026 will see 2,803.8 billion CFA francs of the total allocated, representing 31%. Then, 3,047 billion CFA francs will be invested in 2027, representing 34%, and 3,096.3 billion CFA francs in 2028.
Within this overall stock of resources allocated to public investment, 2985.8 billion FCFA will be dedicated to the "Competitive Economy" pillar. This choice highlights the importance that the current authorities place on the structural transformation of the economy, the development of the private sector, innovation, and the competitiveness of the regions.
The areas that will be funded
Then, 3,281.1 billion FCFA will be allocated to "Human Capital." These resources will be invested in improving education, health, and social inclusion. "This area is crucial for Senegal's long-term development, with a focus on improving human skills and reducing inequalities," states the official PIP-2026-2028 document.
The Government also plans to allocate €2,073.4 billion to implementing balanced and sustainable development and addressing climate challenges. To this end, the State intends to establish infrastructure for connectivity and a gradual transition to sustainable production and consumption patterns.
The question of funding
Investments worth 606.7 billion CFA francs are planned for Pillar 4, entitled "Good Governance and African Engagement." The Government aims to reshape the institutional framework in order to create the conditions for living together in harmony and justice.
To finance this three-year investment program, the government plans to raise 4,508.90 billion FCFA internally. It also anticipates 404.88 billion FCFA in grants and 3,993.4 billion FCFA in loans. This brings the total external financing to 4,398.48 billion FCFA. Furthermore, funding through Public-Private Partnerships (PPPs) is expected to reach 40 billion FCFA.
