Port autonome de Dakar : De la 371e à la 108e place, le repositionnement qui change tout
The Autonomous Port of Dakar (PAD) has made a spectacular comeback on the regional port scene. In just two years, the Senegalese port has risen from 371st to 108th place, establishing itself as the leading port in West Africa. This achievement was praised at the port's annual seminar by the Director General, Waly Diouf Bodian.
This strategic meeting, held for the second consecutive year since the current management team took office, brought together the Board of Directors, the General Management, the port community, stakeholders from the semi-public and private sectors, as well as academics. The objective was to assess performance, compare practical experience with academic analysis, and outline the port's future development prospects.
Mohamed Ngouda Mboup, Chairman of the Board of Directors, reassured everyone that from the very start of the seminar, the figures spoke for themselves. He indicated that the results demonstrate that the port's repositioning is indeed underway, driven by a clear vision from the Managing Director, supported by the Board of Directors.
“We take it with humility. Because we told ourselves, in this dynamic, that whatever performance is achieved, we accept it with humility. And we are not yet satisfied. Because we want to reposition the port. We are aiming very high,” insisted Mohamed Ngouda Mboup. Because beyond the ranking, the ambition is greater: to make the Autonomous Port of Dakar a leading company, capable of lifting the entire national economy.
The discussions covered the entire port ecosystem, ranging from personnel management and development to logistics and port performance, corridors, rail, and regional interconnection. They also addressed major projects such as the port of Ndayane and the development of regional ports. Since 2023, the State has transferred the management of all public ports in Senegal to the Port Authority of Dakar (PAD). This significant responsibility aligns with the Senegal 2050 vision, which is based on territorial equity and a system of regional hubs.
Ziguinchor, Kaolack, Saint-Louis, Foundiougne-Ndakhonga, Bargny… these are just some of the ports destined to play a central role in local and national economic development. This new stature of the Port Authority of Douala (PAD) is also reflected on the international stage. “The Director General is making numerous strategic trips and recently accompanied the Prime Minister to Morocco for the signing of Memoranda of Understanding (MOUs), illustrating the port's ability to project its influence and forge structuring partnerships,” affirms Mr. Mboup.
Financially, the port authority is clear: the figures are available and verifiable, reflecting a modern governance approach based on transparency and accountability. The seminar also resulted in strong recommendations concerning governance, the institutional and legal framework, operational coordination, and long-term prospects. These recommendations will be submitted to the highest state authorities, including the President of the Republic, the Prime Minister, and the relevant technical and financial supervisory bodies.
Beyond indicators and rankings, Mr. Mboup believes that the Autonomous Port of Dakar is back, driven by a reformist, systemic, and resolutely forward-looking vision. "We are working for the Senegalese people. We are proud of what is being done," the Chairman of the Board declared, emphasizing that the port is not only an economic tool, but also a major social and strategic player in national development.
