Member of Parliament Guy Marius Sagna submitted a written question to the Senegalese government, raising serious concerns about the position and advantages granted to the Pasteur Institute of Dakar (IPD) in the medical biology sector. At the heart of his inquiry is the issue of fairness between public and private actors in a field that is strategic for the country's health sovereignty.
In his correspondence, the parliamentarian points out that the Pasteur Institute of Dakar benefits from preferential tax regimes, including exemptions from taxes and customs duties on its equipment. He argues that this situation could create unfair competition with private laboratories, such as Bio 24 or Solabsen, which are subject to standard tax regulations. He therefore questions the ability to guarantee fair competition, particularly in public tenders, where the Pasteur Institute of Dakar could potentially offer more competitive prices.
A research or trade mission?
Beyond the tax issue, Guy Marius Sagna raises the question of the very mission of the Pasteur Institute of Dakar. Historically recognized for its role in scientific research, epidemiological surveillance, and vaccine production, the IPD has progressively expanded its activities to include medical biology accessible to the general public. The member of parliament questions the relevance of this evolution: is this diversification into potentially lucrative activities consistent with the institution's initial mission? Doesn't it risk weakening national private laboratories, which are also committed to developing healthcare services?
Questions about compliance with the regulatory framework
The elected official also drew attention to the territorial expansion of the IPD. He specifically mentioned the existence of a branch in Touba and sample collection centers, including in areas already served by laboratories. Referring to Senegalese legislation governing the practice of medical biology, he noted that the opening and operation of facilities are, in principle, subject to limited territorial authorization. Similarly, sample collection centers are supposed to be established primarily in areas lacking laboratories.
He therefore asks the government whether these facilities strictly comply with existing regulations or whether they set a precedent that could weaken the regulatory framework of the sector. The MP's question highlights a growing tension between two imperatives: on the one hand, the strategic role of the Pasteur Institute in the health response; on the other, the need to preserve a viable ecosystem of private laboratories.
