Projet de Code des investissements : un économiste relève une grosse anomalie
"The document seems good to me": Abdoulaye Ly, executive director of the Senegalese Investors Club (CIS), has faith in the draft Investment Code. But the economist, a specialist in private investment, has a reservation. "Article 6 of the draft text stipulates that equal treatment is guaranteed between a national investor and a foreign investor under similar conditions. This provision contradicts the commitment to economic sovereignty set out in the 'Senegal 2050' strategy," he points out in an interview published this Monday in L'Observateur.
Abdoulaye Ly explains that the "Senegal 2050" strategy "includes a domestic capacity development plan that undoubtedly implies national preference and the favor to be given to local investors who are the pillars of the sustainability of projects. This article is also out of step with certain provisions on PPPs [Public-Private Partnerships] and local content that require the consideration of capital and production factors from WAEMU countries in projects led by foreigners."
The CIS executive director believes that if this article is proposed with the aim of reassuring foreign investors, "we will have to agree to give up economic sovereignty, the essential pillar of which remains the national private sector, which is better able to guarantee the sustainability of projects, the development of opportunities in the territories and the reinvestment of growth."
However, the economist concedes that it is not a question of "reducing everything to the adjective 'national' when we are in a community space." This is why he "argues instead for community preference," convinced, he says, that Senegal, "given the progress in attractiveness factors, notably taxation and infrastructure, added to its economic stability, which constitutes its universal reference mark, could benefit from the economic integration through the market that characterizes the WAEMU."

Fonc pour moi l'article évoqué n'a rien de contradictoire avec la vision 2050.
on ne peut pas prêcher la vérité et le mensonge a la fois;
si on veut la souveraineté on doit en avoir les moyens; si on n'a pas les moyens on doit se PLIER au multilatéralisme; on ne peut pas vouloir une chose et son contraire; mais cela semble trop complique de comprendre pour certains a moins que ce ne soit de la pure mauvaise foi;
